HÀ NỘI — Prime Minister Lê Minh Hưng has called for a coordinated rollout of solutions focused on institutional reform and the removal of bottlenecks to drive economic growth.
He made the remarks on Monday while chairing the Government’s monthly meeting, which reviewed socio-economic performance for the first four months of the year, assessed task implementation during the month and set priorities for the coming period.
On improving institutions and policy frameworks, PM Hưng urged stricter accountability for leaders, stressing that the issuance of detailed guiding documents should be a key criterion for evaluating task performance. He also called for the prompt completion of overdue regulations and tighter control over the issuance of new ones.
Ministries and agencies were instructed to accelerate the drafting and issuance of documents guiding the implementation of laws while prioritising the review, amendment and supplementation of key legislation to remove obstacles and create momentum for development. Relevant bodies were asked to finalise dossiers for draft laws to be submitted to the Government in May and June ahead of presentation to the National Assembly at its second session in October.
To promote growth alongside macro-economic stability, the Ministry of Finance was tasked with coordinating with the State Bank of Việt Nam and relevant agencies to implement synchronised solutions and proactively develop policy scenarios to respond to domestic and international fluctuations.
The ministry was also asked to propose plans for using increased revenues and expenditure savings, with a report due by May 15. At the same time, it was directed to refine tax and financial policies to broaden the revenue base, prevent erosion and strengthen revenue management, particularly in cross-border e-commerce activities. Efforts are also to be accelerated to complete the legal framework for capital markets and corporate bonds, pilot a digital asset market and promote investment funds, carbon credits and digital assets.
The Prime Minister emphasised the need to restructure State-owned enterprises, accelerate equitisation and improve operational efficiency. He also called for research into establishing a national investment fund based on restructuring the State Capital Investment Corporation, alongside assigning specific growth targets to sectors, localities and SOEs.
Regarding public investment, he stressed the urgent need to allocate and disburse funds more effectively, address delays in capital allocation and expand online bidding to enhance transparency. Disbursement results are to be publicly disclosed on a monthly basis.
The State Bank of Việt Nam was instructed to manage monetary policy flexibly, maintain foreign exchange and credit stability, ensure system liquidity and facilitate access to reasonably priced loans for businesses and individuals, while continuing to improve the legal framework for credit activities.
The Ministry of Agriculture and Environment was tasked with ensuring food security under all circumstances, promoting agricultural product consumption, especially during peak harvest periods and strengthening forecasting and response capacity for climate change and natural disasters. Authorities were also told to strictly handle environmental violations and prioritise urgent areas such as clean water supply and landslide prevention under national target programmes.
In the industry and trade sector, the Prime Minister called for proactive response scenarios, expanded export markets and accelerated implementation of energy and fuel planning to ensure supply-demand balance. The Ministry of Industry and Trade was also tasked with boosting domestic consumption, strengthening trade promotion and effectively leveraging free trade agreements.
The Ministry of Construction was urged to speed up key infrastructure projects, including Long Thành International Airport and Gia Bình Airport and to prepare investment for the North–South high-speed railway. It was also directed to foster a healthy and sustainable real estate market and accelerate social housing development, with a target of completing more than 110,000 units in 2026.
On science, technology, innovation and digital transformation, PM Hưng emphasised the development of digital infrastructure and national data systems, the establishment of regulatory sandboxes for new business and technology models and the promotion of artificial intelligence (AI) and the digital economy.
The health sector was instructed to improve the quality of medical services, accelerate digital transformation and the adoption of electronic medical records and resolve outstanding obstacles to bring key health care facilities into operation.
In terms of administrative reform, the Government leader called for continued review and clarification of functions and responsibilities across ministries and agencies, stronger decentralisation, improved efficiency of local governments and timely resolution of operational bottlenecks.
He also underscored the importance of inspections and oversight, calling for strict handling of violations and stronger accountability of leaders in task implementation.
On national defence, security and foreign affairs, the Prime Minister urged effective implementation of assigned tasks, the concretisation of cooperation programmes and proactive monitoring of developments to ensure timely and appropriate responses. — VNS
