HÀ NỘI — The Hà Nội Department of Industry and Trade, the Hà Nội Press and Radio–Television Agency and TikTok Shop have launched a strategic partnership and the “Hà Nội Vươn Mình” (Hà Nội Rising) initiative to promote e-commerce across the city’s 126 communes and wards.

Businesses and small-scale traders in Hà Nội joining TikTok Shop in the fourth quarter of 2026 may receive support worth up to VNĐ200 million (US$7,700) per business. The package includes commission and transaction fee waivers for new sellers in 60 days, with a particular focus on the community of One Commune One Product (OCOP) sellers, agricultural producers, and traditional craft businesses.

The three parties will organise training sessions and workshops on content creation and selling through TikTok Shop for businesses, co-operatives, household businesses and small traders. TikTok Shop will work with local authorities to identify promising products and develop networks of local creators, helping bring product stories, traditional crafts and local culture to consumers nationwide.

Nguyễn Lâm Thanh, a representative of TikTok Vietnam, said Hà Nội’s strengths included not only its large consumer market, but also its products, traditional crafts and local knowledge.

“Discovery e-commerce creates opportunities to bring these values to consumers through content and communities, turning cultural heritage into economic opportunities,” Thanh said. “Through ‘Hà Nội Vươn Mình’, we aim to build e-commerce capabilities at the commune and ward level, empowering local people to tell their product stories, connect with customers and grow their businesses.”

The model has been piloted in Phượng Dực Commune since June 2026 through the “Phượng Dực Vươn Mình” initiative. Nearly 70 local sellers have received training on operating businesses on TikTok Shop, with about half beginning to maintain stable monthly operations.

TikTok Shop is also working with the Hà Nội Department of Industry and Trade to develop the “OCOP Hà Nội” TikTok channel as a digital platform to promote OCOP products, traditional crafts, artisans and local producers. Viewers will be able to learn about the products and connect with eligible sellers’ shops on TikTok Shop.

Under the partnership, the department will connect local authorities with participating businesses and sellers. The Hà Nội Press and Radio–Television Agency will help promote products and the stories of artisans and producers, and organise product showcases and promotional livestreams.

The parties said the collaboration would link promotion with sales opportunities and encourage wider use of e-commerce among local residents and businesses. — VNS
