The NDC Transport Initiative for Asia (NDC TIA) is a joint project of seven organisations, operating in China, India, and Vietnam and at the regional level. It aims at promoting a comprehensive approach on decarbonising transport, i.e., a coherent strategy of effective policies that are coordinated among various sector ministries, civil society, and the private sector. In each partner country, the consortium supports countries in facilitating and informing these stakeholder processes and developing selected climate actions. This enables partners to make a sectoral contribution towards achieving their NDCs and increase ambition in transport sections of long-term strategies and 2025 NDCs – countries climate commitments at international level. As a regional initiative, the programme disseminates knowledge as well as experiences from China, India, and Vietnam in Asia. The consortium connects with regional stakeholders and other Asian countries in order to encourage taking a comprehensive approach to decarbonising transport.
The objective of this tender is to develop, deploy and maintain a digital Monitoring, Reporting, and Verification (MRV) system for the transport sector in Vietnam, as part of the NDC Transport Initiative for Asia. The MRV system aims to enhance the transparency of greenhouse gas (GHG) emissions in the transport sector and enable easy, regular data collection and reporting by enterprises, agencies, and units in the transport sector and provincial departments of transport.
On behalf of the NDC TIA project, the GIZ Office Hanoi is conducting a public tender to seek qualified National Consulting Firm(s) (here after called NC) for the assignment as follows:
a. Tentative duration: 01.09.2023 until 29.02.2024
b. Place of assignment: Hanoi/Vietnam
c. Requirements: The selected contractor is expected to have extensive expertise and experience:
- in development of web interface software systems, databases with 03 reference projects of minimum value of VND 2 billion); in conjunction with government software platforms with 03 reference projects; in using agile methods with 10 references projects. Projects that were outsourced cannot be counted.
- 10 years of experience in software development for government agencies (ministerial, sectoral, local).
- Additional of 3 reference projects for building analytical systems, synthesizing data from sources as well as giving reports and warnings would be an advantage for consideration. Projects that were outsourced cannot be counted.
Interested NCs are requested to send 03 separate tender dossiers:
A. Eligibility dossier in English only including:
1. Letter of interest (with Director’s or authorised person’s signature and company stamp).
2. NC profile (incl. Business license (for firm) or Decision of establishment (for association), Tax code registration, organisational chart, references for the summary of experience as described in the c. Requirements).
3. Audited financial reports of the last 3 years. Important/key information in the audited financial reports or in annual tax reports must be translated into English if documents are in Vietnamese.
4. Consortium (if at least 2 entities join the assignment): Consortium contract and nomination of consortium leader.
B. Technical offer in English should contain the following information (in reference to the TOR and Technical Assessment Grid):
Concept/approach/plan/backup plan to implement required tasks in the TOR. Human resources assignment with CV of proposed experts (in reference to the CV template).
No cost and price should appear in the technical offer.
C. Financial offer in English is to be quoted in Vietnamese Dong-VND (using the template provided).
