HÀ NỘI — Ba Đình District’s People’s Committee here ordered all construction works illegally built on land allotted for a parking project on Phan Kế Bính street to be demonlished by June 18.

The committee announced this at a press conference on June 13.

Chairman of the committee, Đỗ Viết Bình, said the committee would first deter violations on encroaching the area allotted for the parking project. In case violators did not voluntarily dismantle their construction works, the committee will use force.

According to Bình, the Multinational Joint Stock Company, investor of an irrigation project on Phan Kế Bính street, has been continuously building and renovating construction works since 2010. Although the district’s Construction Inspectorate has repeatedly requested the company to dismantle the illegal construction works, the company has been ignoring the request.

Moreover, the company has used the land for the wrong purpose---it has leased the land to other enterprises while the city’s Department of Construction had granted licence for the land only to the company.

Bình listed a series of violated construction works of the company, including Hải Sản Phố Seafood Restaurant of Green City STI JSC, Circle K Shop of Red Circle Company Limited, Bảo Anh stone shop, 4PS Pizza Restaurant and a facility used by the company.

The Cống Vị Ward’s People’s Committee had also asked the company to dismantle violated works, but the company ignored its pleas and continued with violations.

The district’s People’s Committee had asked the ward’s committee to inform the company to stop business activities on the land and relocate. But the company has not paid heed.

Nguyễn Văn Hưng, chairman of Cống Vị Ward’s People’s Committee, said the committee had a dialogue with the company as well as with businesses renting the land from the company. 

By June 13, all businesses on the disputed land had closed, but the illegal construction works were yet to be dismantled. 

The Multinational Joint Stock Company was licensed to invest in a project to build a parking area on Phan Kế Bính Street. The parking lot, with an area of ​​some 7,000sq.m., connects Linh Lang and Liễu Giai streets. The project began in the fourth quarter of 2007 and was completed in 2008. 

During the implementation of the project, the company did not implement it as committed, resulting in public outrage.

Deputy Prime Minister Trương Hoà Bình had previously asked the city’s People’s Committee and the People’s Committee of Ba Đình district to handle violations by the company. — VNS
