HÀ NỘI — The Ministry of Public Security’s Investigation Police yesterday launched legal proceedings against Phan Văn Anh Vũ and added proceedings against Trần Phương Bình, former CEO of Đông Á Bank, both for “abusing position and power” to misappropriate VNĐ200 billion (around US$8.9 million) from the bank.

This is Bình’s third proceedings. Earlier, in December 2016, the police started investigations against and detained Bình and other accomplices for the deliberate act of violating the State’s regulations on economic management, causing serious consequences and abuse of trust to appropriate property at Đông Á Bank.

Earlier in February, Vũ, Chairman of 79 Construction Company’s Management Board, was investigated for acts of abuse of position and power in the purchase and sale of public housing and land in Đà Nẵng City and other provinces and cities. Vũ was also prosecuted for deliberately revealing State secrets and tax evasion in December last year.

Also yesterday, the Supreme People’s Procuracy approved the procedural decisions. — VNS
