HCM CITY — The seventh extraordinary meeting of the HCM City People’s Council 9th term wrapped up yesterday after approving resolutions to implement the recent National Assembly resolution No 54 for “piloting a special mechanism and policy for the development of HCM City”.
“The extraordinary meeting of the municipal council expresses the strong will and determination of the city to bring the recent National Assembly resolution No 54 (which came into effect in mid-January) into daily life as soon as possible,” chairwoman of the council Nguyễn Thị Quyết Tâm said.
The approved resolutions cover the following areas: adjustment of automobile parking fees on some pavements and roads; adjustment of environmental protection fee for industrial waste water; an income increase for public workers based on their capability; public investment in the A group which uses the city budget; the number of State staff in 2018; income for leading experts and scientists the city would like to work with during the 2018 – 22 period.
The income increase for public workers will be based on their capabilities. The level will be increased by 0.6 times in 2018, 1.2 times in 2019 and 1.8 times in 2020, based on the city’s finances.
The resolution will come into effect on April 1.
According to figures from the Central Government and HCM City, in 2017 the general worker productivity in the city was 2.7 times the national average, while for State staff it was 1.5 times.
The municipal Council approved a total of nearly 120,000 State staff to work for the HCM City authority, and agreed to spend VNĐ9.5 trillion (US$417 million) on two group A projects, the Phú Thọ Multi-Performance Complex and Rạch Chiếc National Sports Complex.
The council also decided to delay to the next meeting the 50 per cent of personal income tax reduction for leading experts and scientists.
“This extraordinary meeting has importantly supported the city to start implementation of National Assembly resolution No 54,” Nguyễn Thành Phong, chairman of the municipal People’s Committee, said.
“The People’s Committee will effectively carry out these approved resolutions by the People’s Council with detailed plans and timetables,” he said.
“The content of such resolutions in this extraordinary meeting are very new and difficult. Therefore, the People’s Committee should closely supervise the implementation process, give necessary guidelines and quickly adjust challenges,” Tâm said.
She also suggested that the city People’s Committee continue to research and submit to the People’s Council other content related to National Assembly resolution No 54. — VNS
