HCM CITY — HCM City is accelerating land data digitisation and standardisation to ensure accurate information for integrating land-use certificates into Việt Nam’s national digital identity application VNeID.

The city manages more than four million land plots, according to Nguyễn Toàn Thắng, director of its Department of Agriculture and Environment.

Because land records were created over different periods and under different standards, they must be reviewed, cross-checked, and standardised before being digitised, he said.

The process aims not only to put land-use certificate information, commonly known as “red books”, on VNeID but also to create reusable data that can reduce paperwork and declarations and shorten the processing time for administrative procedures.

The city is investing in information technology infrastructure, cleaning up and updating its land database, and strengthening data links between agencies.

The development of interconnected and reusable land data is in line with the implementation of the Politburo’s Resolution No. 57 issued in December 2024 on breakthroughs in science, technology, innovation, and national digital transformation.

Standardised data can help authorities switch from paper-based to data-based land administration.
