HCM City launches new information system to manage administrative procedures

HCM CITY — The HCM City People’s Committee has launched an information system for receiving and managing administrative procedures.

Speaking at the launching ceremony last Saturday (October 29), the municipal People’s Committee chairman Phan Văn Mãi said applying an information system to manage administrative procedures is considered an urgent need.

With about 13 million people in the city, including a local population of nearly 10 million along with people from other localities, the demand for administrative procedures to be processed is so high that it is hard for civil servants to process papers on schedule if they use traditional methods.

Developed by the Việt Nam Posts and Telecommunications (VNPT) Group, the information system, at https://dichvucong.hochiminhcity.gov.vn/ was formed based on a combination of the online public service portal and the electronic single-window system.

Huỳnh Quang Liêm, general director of VNPT, said VNPT has taken part in a lot of national level information technology (IT) projects over the past years. The city’s system was developed by many experienced IT engineers and experts.

The VNPT-built system is capable of handling 17 million dossiers each year.

“This system will create more convenience and many benefits for residents, businesses and city authorities,” he said.

The satisfaction of people and enterprises is the measure of the administrative reform's effectiveness and the capability of cadres and civil servants, Mãi said.

However, the current traditional mode of administrative procedures had not yet met the demands of the growing amount of work. Therefore, the city has set out a requirement to modernise administrative procedures to improve public administrative services, he said.

The city plans to operate its administration on a digital platform by 2025. All administrative procedures at all levels, receiving and solving problems, and suggestions of residents and businesses, will be implemented on the digital platform. — VNS
