HÀ NỘI — The National Assembly Standing Committee on Monday called on the Government to prioritise inflation control and maintain macroeconomic stability while clarifying the feasibility of achieving double-digit economic growth in 2026.
The committee started the second phase of the seventh meeting on Monday, reviewing the Government’s report on the implementation of the 2026 socio-economic development plan and State budget, as well as the proposed socio-economic development plan, State budget estimates and central budget allocation plan for 2027.
Committee members acknowledged the Government’s decisive management, coordination with the NA and efforts by ministries, sectors and localities in the first year of implementing the Resolution of the 14th National Party Congress and the 2026-30 five-year development plan.
Despite complex international developments, Việt Nam had achieved comprehensive socio-economic progress, with high economic growth, broadly stable macroeconomic conditions, major economic balances maintained, and state budget revenue exceeding estimates. Funding had largely been secured for spending needs, while public debt remained within permitted limits.
Progress had also been recorded in institutional reform, strategic infrastructure, science and technology, digital transformation, and cultural and social development, while national defence and security had been maintained.
However, noting existing shortcomings and risks that could put pressure on socio-economic development, the committee urged the Government to strengthen inflation analysis and forecasting, assess the quality of exports and domestic value added, and clarify the prospects of achieving double-digit economic growth in 2026.
It also called for an assessment of the consistency and feasibility of the legal framework, the effectiveness of decentralisation and delegation of authority, and the implementation capacity of commune-level administrations.
The Government was asked to identify difficulties related to access to capital and compliance costs facing small businesses and household businesses, and propose solutions to address them.
For the remaining months of 2026, the Government was urged to take decisive action to achieve the highest possible socio-economic and State budget targets, while ensuring people's well-being during the upcoming Tết (Lunar New Year) holiday.
The NA Standing Committee called for a thorough review of the feasibility of growth targets for next year, taking into account available policy space and the impact of domestic and international factors.
It also requested the development of different growth scenarios and corresponding management measures to ensure the plan's feasibility and consistency.
The Government should clearly identify key priorities and sequence its tasks and solutions, implement a reasonably expansionary fiscal policy in close coordination with monetary and other policies, and address institutional bottlenecks in a substantive manner, the committee said.
It also stressed the need to improve decentralisation and implementation capacity, mobilise resources, ensure social welfare and environmental protection, safeguard national defence and security, strengthen external relations and successfully host APEC 2027.
Also on Monday morning, the NA Standing Committee discussed the draft consolidated Law on the State Budget.
The committee asked the Government to further strengthen decentralisation and delegation of authority in tandem with clearly defined resources and responsibilities. It also called for more stringent, transparent and effective regulations on budget allocation and management, the carryover of budget funds, and public investment management. — VNS
