Press briefing highlights legislative and personnel outcomes of NA’s first session

HÀ NỘI — National Assembly (NA) Secretary General and Chairman of the NA Office Lê Quang Mạnh chaired a press briefing in Hà Nội on Friday morning to announce the outcomes of the first session of the 16th NA, shortly after its closing sitting.

Presenting a brief report, NA Office Deputy Chairman Nguyễn Văn Hiển said the legislature had wrapped up its work after 12 days.

At the opening sitting, Party General Secretary Tô Lâm delivered a key address to the NA, outlining major, forward-looking orientations for the 16th-term legislature to meet the country’s development requirements in the new phase.

Lawmakers also heard reports from the National Election Council on the results of the elections of deputies to the 16th NA and People’s Councils at all levels for the 2026–2031 term, and on the verification of deputies’ qualifications. The NA also reviewed and decided on the organisational structure and senior leadership personnel of the State for the 2026–2031 tenure.

During the session, the NA considered and passed nine laws and five normative resolutions, while deciding on key issues related to socio-economic development, finance and the State budget. It also approved its supervision programme and established a specialised supervisory delegation for 2027, and reviewed reports on voters’ petitions and their resolution, along with other important matters.

The first session concluded successfully, marking a solid start for the 16th NA. Its outcomes reflected strong responsibility, careful preparation and a commitment to innovation in both organisation and proceedings, ensuring compliance with legal requirements while maximising time efficiency and improving overall quality.

The Presidium conducted proceedings in a proactive, flexible and creative manner, maintaining discipline while fostering a democratic parliamentary atmosphere from the outset of the new term. Deputies, including many first-time members, demonstrated responsibility, intellect and dedication through frank, substantive and constructive debates.

Regarding the election results, the NA affirmed that the elections of deputies to the 16th legislature and People’s Councils at all levels for the 2026–2031 term were highly successful, resulting in the election of 500 NA deputies, 2,552 provincial-level People’s Council members and 72,440 commune-level councillors.

NA Office Deputy Chairman Hiển stressed that organisational and personnel work was a central focus of the session, with decisive significance for the effectiveness of the State apparatus throughout the term.

The NA adopted 18 resolutions on organisational and personnel matters, including determining the composition of the NA Standing Committee (18 members); electing the NA Chairman together with six Vice Chairpersons and 11 Standing Committee members; electing the Chair of the Ethnic Council, seven heads of NA committees, the NA Secretary General–Chairman of the NA Office, and the State Auditor General; and electing the President, Vice President, Prime Minister, Chief Justice of the Supreme People’s Court and Prosecutor General of the Supreme People’s Procuracy.

It also approved the Government’s organisational structure for the 16th NA term, comprising 13 ministries and four ministerial-level agencies, set the number of cabinet members (24), and ratified the Prime Minister’s proposals to appoint six Deputy Prime Ministers, 15 ministers, the Governor of the State Bank of Việt Nam and the Government Inspector General for the 2026–2031 term.

Additionally, the parliament also approved the President’s nominations for Vice Chairpersons and members of the National Defence and Security Council, and the Chief Justice’s nominations for judges of the Supreme People’s Court. Following their election, the NA Chairman, President, Prime Minister and Chief Justice took the oath of office, affirming their commitment to fulfilling the responsibilities entrusted by the Party, State and people.

During the session, the NA Standing Committee also adopted 230 resolutions, including those approving personnel for the Ethnic Council and NA committees, as well as leadership positions of NA delegations and full-time deputies at both central and local levels.

On the legislative front, the NA passed nine laws and five resolutions, covering areas such as civil status, notarisation, legal aid, emulation and commendation, the Capital Law, and amendments to several major tax laws.

It also adopted resolutions on tax policies for fuels, cultural development, access to information, overseas representative missions, mechanisms for resolving international investment disputes, and policies to address land-related violations and stalled projects.

The legislature further approved key resolutions on five-year plans for socio-economic development, public investment and national finance and public debt for the 2026–2030 period; adjustments to the 2024 State budget; the 2027 supervision programme; the establishment of Đồng Nai City; and the resolution of the first session of the 16th NA.

In addition, lawmakers reviewed reports on the implementation of socio-economic development and the State budget in 2025 and early 2026, thrift practice and anti-wastefulness, gender equality targets, and the handling of voters’ petitions. The NA Standing Committee also sought written opinions from deputies on the plan to implement the Politburo’s conclusions on legislative orientation for the 16th NA term. — VNS
