Hà Nội accelerates development of western high-tech growth hub

HÀ NỘI — Hà Nội is accelerating the development of two major technology projects in the western part of the capital with an aim to lay the groundwork for the formation of a new growth hub focused on innovation, high-tech investment and the knowledge-based economy.

Deputy Chairman of the Hà Nội People’s Committee Trương Việt Dũng on August 4 chaired working sessions to speed up construction on the Hà Nội High-Tech Biology Park as well as the Digital Technology and Mixed-Use Park projects.

These two projects are expected to create an ecosystem that brings together biotechnology, AI, semiconductors, medical equipment, research and development (R&D) and other advanced industries.

The move reflects the capital’s determination to establish a high-tech growth pole in the city’s western area capable of attracting global technology investors and supporting the development of a competitive innovation ecosystem.

During the working sessions, Dũng asked for effort to urgently resolve remaining obstacles to ensure the projects’ rapid progress. The focus must be on speeding up site clearance and infrastructure development, he said.

Dũng called for immediate solutions to resolve funding bottlenecks and provide support for the power sector to carry out the undergrounding of a 110kV power line running through the site.

He also called for a major shift in management thinking, urging the project management board to reduce administrative procedures, move from pre-inspection to post-inspection mechanisms and create a more open environment for high-tech investors while maintaining effective State management.

He also asked the management board to explore breakthrough solutions and make use of special mechanisms under the 2026 Capital Law to shorten administrative processing times and improve the park’s appeal to international technology corporations.

Located in Thượng Cát Commune, Hà Nội High-Tech Biology Park is expected to become an internationally competitive innovation centre to help turn the capital into a regional hub for life sciences, biotechnology and high technology, while attracting high-quality foreign direct investment, promoting technology transfer and supporting sustainable growth.

The park will prioritise investment in biotechnology, life sciences, pharmaceuticals and biopharmaceuticals, medical equipment, R&D, AI, digital technologies, semiconductors, high-tech manufacturing, higher education, international healthcare services and innovation services.

Under the roadmap, the third phase of site clearance, land allocation and leasing is expected to be completed by the end of August, while the fourth phase is scheduled for the third quarter of this year.

The project’s first phase, covering 10ha, began construction on March 16, and is expected to be completed in October.

The next phase, covering around 189ha along with a wastewater treatment facility, is scheduled to begin in September and will be completed in the third quarter of 2028.

Beween 2027 and 2033, the Hà Nội High-Tech Biology Park aims to gradually fill functional zones with investment in medical devices, healthcare technologies, semiconductors, pharmaceuticals, biotechnology, AI, R&D and high-tech manufacturing, alongside commercial, service, training, hospital and education facilities.

For the Digital Technology and Mixed-use Park, Dũng asked that site clearance efforts be accelerated to finish before September 30.

Construction on the park started on January 16. It is expected to become a key pillar of Hà Nội’s innovation ecosystem and support the city’s ambition to become a major national centre for science, technology and the digital economy.

Covering nearly 200ha in Tây Tựu and Phú Diễn wards and with total investment of more than US$2 billion, the project is expected to provide working space for around 60,000 digital technology experts, engineers, innovation specialists and workers.

Accelerating these two technology projects to form a growth hub in the west is part of Hà Nội’s broader strategy to attract international corporations and high-tech investments, as the capital city is shifting towards a growth model driven by quality, efficiency and sustainability.

The Hà Nội Department of Finance said that the capital city is prioritising investment in strategic transport infrastructure, green transformation and high technology, with a focus on attracting global companies in semiconductors, AI, data centres and R&D to strengthen the city’s innovation ecosystem and promote the development of digital economy. — VNS
