Assignment Title: Construction Supervision and Contract Management

The Socialist Republic of Việt Nam has received financing from the World Bank towards the cost of the Bình Dương Province’s Water Environment Improvement Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include construction supervision and contract management for 16 civil works contracts involving wastewater treatment plant upgrades and sewage collection system expansions in three areas as follows:

• Project Area 1: Vĩnh Tân, Tân Khánh, Tân Uyên, Tân Hiệp, and Bình Cơ wards, Hồ Chí Minh City (previously part of Tân Uyên City, Bình Dương Province);

• Project Area 2: An Phú, Bình Hòa, Lái Thiêu, Thuận An, and Thuận Giao wards, Hồ Chí Minh City (previously part of Thuận An City, Bình Dương Province);

• Project Area 3: Đông Hòa, Dĩ An, and Tân Đông Hiệp wards, Hồ Chí Minh City (previously part of Dĩ An City, Bình Dương Province).

The services encompass mobilisation, contract management, construction supervision, environmental and social monitoring, defects liability period oversight, and training on water quality management and operation/maintenance of wastewater facilities. The estimated level of effort is approximately 1,158 professional staff-months, with an implementation period of 58 months. The expected start date of the assignment is February 2026.

The Sewerage Project Management Unit of Bình Dương Province now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

• Core business in construction supervision and contract management for infrastructure projects, preferably wastewater or water infrastructure projects, with at least 10 years in business.

• Relevant experience in supervising large-scale wastewater treatment and sewage collection and/or water infrastructure projects, preferably in urban settings, with at least one project of similar technical scope and complexity in the last 10 years.

• Sound technical and managerial capability to manage multiple civil works contracts simultaneously.

• Experience with at least one international donor-financed project. Specific experience with Multilateral Development Banks (MDB)-funded projects, especially World Bank-funded projects, is desirable and preferable.

Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”), which set forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
