1. Background

As a federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international coop-eration for sustainable development. On behalf of the German Government, GIZ provides advisory services to the Vietnamese Government in four priority areas: (1) Vocational training, (2) Environ-mental, (3) Energy, and (4) Sustainable Economic Development. The project “Promoting the transition of the energy sector in Viet Nam” (TEV) funded by Ger-man Federal Ministry for Economic Cooperation and Development (BMZ), to foster the development of a long-term political energy transition strategy, including legal and regulatory fundamentals, as well as the transfer of technological knowledge to MOIT (i.e., ERAV and EREA).

In line with the agreed activities under the TEV Project, GIZ will provide office equipment to support the management and operation of the TEV Project Management Unit. Accordingly, the GIZ Office Ha Noi, as the contracting party and on behalf of the TEV Project, is conducting a negotiated tender for the “Provision of IT Office Equipment” in Viet Nam.

The equipment shall be delivered as follows:

• Place of delivery: Electricity Authority of Viet Nam office, 23 Ngo Quyen, Hoan Kiem, Ha Noi

• Delivery time: Please indicate your shortest delivery time after order placement

• Payment: Payment after receipt of goods or to be negotiated

2. Requirements for bidders

a. Commercial register entry

b. Average annual turnover for the last three financial years

At least: 900,000,000 VND

c. Average number of employees and managers for the past three calendar years

At least: 5 persons

d. Technical experience assessment is based on reference projects that were conducted by bid-der with a minimum value of 250,000,000 VND to satisfy the following:

• at least 1 reference project in the technical field about supplying office equipment

• at least 1 reference project in Viet Nam in the last 5 years (period September 2020-September 2025)

3. Interested companies are requested to prepare the following documents:

a. Letter of interest (with Director’s or authorised person’s signature and company stamp).

b. Financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be briefly translated into English if documents are in Vietnamese.

c. LCF profile and technical experience, incl. Business license (for firm) or Decision of establishment (for association); Tax code registration; organisational chart; consortium agreement and nomination of consortium leading firm (if at least 02 entities join the assignment); similar experience/copy of contracts related to this assignment.

d. Technical proposal: must correspond to the requirements of the Technical Specifications.

e. Financial proposal: Calculate your financial bid exactly in line with the Quantitative require-ments specified in the Technical Specifications.

Cost of preparing the bid: No remuneration will be granted for the preparation of the bid and the documents to be attached thereto.

4. Method of bid submission

The complete tender dossier is to be sent only by email to VN_PoG_Quotation@giz.de. We re-quest you to submit the eligibility documents, technical proposal and price quotation in 3 separate files in pdf format (either in 1 email or 3 separate emails) with email subject or file name as fol-lows:

• 91190744 – Eligibility Documents – Company name

• 91190744 – Technical Offer – Company name

• 91190744 – Financial proposal – Company name

For data protection and information security reason, in case the total size of your documents is below 10 MB, you can attach them directly in the email sent to us. In case the total size of your documents is above 10 MB, the files must be sent via GIZ filetransfer system. We will provide guidance on how to use filetransfer to interested suppliers. Bidders are required to record the password on filet-ransfer and send the correct ones to GIZ. Wrong passwords could lead to bidding failure.

5. Deadlines

• Interested bidders can contact GIZ (before 08/10/2025 ) via email to Question-from-bidder-pog-vn@giz.de to receive a complete tender dossier.

• For questions about the tender, please send to the email question-from-bidder-pog-vn@giz.de before 12/10/2025.

Bidder shall send the complete bidding documents by email to VN_PoG_Quotation@giz.de by 19/10/2025, 17.00 (Ha Noi time). When submitting bidding documents for this tender, the bid-der declares that she/he has read, understood, accepted and agreed with all information and con-ditions listed in the provided tender dossier.

6. Notes

• Sending documents to wrong email address will lead to disqualification of the supplier.

• Sending documents to wrong email address will lead to disqualification of the LCFs.

• For data protection and information security reasons: If the total volume of your bids is below 10 MB, you can attach them directly to the email sent to us. If the total volume of your bids exceeds 10 MB, the files must be sent via the GIZ file transfer system. Guidance on how to use the file transfer system will be provided. Files sent via other applications/systems, such as Google Drive and Dropbox, will not be accepted. Bids submitted after the deadline will be disqualified.

GIZ is obliged to ensure the confidentiality of all submitted documents by bidder(s) during the tender process!
