The Promotion of Sustainable Agricultural Value Chains in ASEAN (ASEAN AgriTrade II) project, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), supports ASEAN Member States (AMS) in strengthening sustainable and resilient agricultural value chains. Building on the success of its first phase, ASEAN AgriTrade II project continues to enhance sustainable agriculture and trade in the region, with a focus on Cambodia, Lao PDR, and Vietnam (CLV) countries.
AgriTrade II project (Vietnam component) will develop technical guidelines for both trainers and farmers to expand VietGAP best practices to additional key fruit crops: jackfruit, custard apple, mangosteen, passion fruit, and avocado. In alignment with the "Project on Developing Key Fruit Trees Until 2025 and 2030" approved by MARD under Decision No. 4085/QĐ-BNN-TT dated October 27, 2022, these guidelines will further enhance the competitiveness and sustainability of Vietnam’s fruit industry. Given the increasing emphasis on agricultural sustainability, the integration of solutions for climate change resilience, greenhouse gas reduction, circular economy principles, and post-harvest management into technical guidelines for fruit cultivation is also essential to ensure compliance with evolving domestic and international market requirements. To serve this purpose, GIZ/AgriTrade II project is looking for a consulting firm to develop the TOT and TOF technical guidelines in accordance with VietGAP standards for five key fruit crops: jackfruit, custard apple, mangosteen, passion fruit, and avocado.
On behalf of ASEAN AgriTrade II project (Vietnam component), the GIZ Office Hanoi is conducting a negotiated tender with publication to seek qualified Local Consulting Firm (s) (here after called as LCF) for the following assignment:
a. Tentative duration: July 2025 until December 2025
b. Place of assignment: Home-based and field location
c. LCF’s number of working days for orientation: 42 days per expert x 05 experts for key fruit crops
d. Requirements: The selected LCF is expected to satisfy the following requirements as a firm:
(1) Commercial registered entry
(2) Average annual turnover for the last three financial years
At least: 70,000 EUR
(3) Average number of employees and managers for the past three financial years calendar years:
At least: 10 persons
(4) Technical eligibility assessment is only based on reference projects with a minimum commission value of 8.000 EUR to satisfy the following:
LCF has at least 10 reference projects in the technical field: Agriculture, specifically fruit crop sector.
LCF has at least 10 reference projects in Viet Nam in the last 36 months (for period May 2022-May 2025).
(5) Weighted criteria: Only tenderers who achieve a minimum of 500 total points will be considered eligible.
Interested LCF are requested to send the eligibility dossier in Vietnamese and English or English only, including
1. Letter of interest (with Director’s or authorised person’s signature and company stamp)
2. LCF profile (incl. Business license (for firm) or Decision of establishment (for association), Tax code registration, organisational chart, summary of experience in Agriculture sector)
3. Audited financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be translated into English if documents are in Vietnamese
4. Consortium agreement and nomination of consortium leading firm (if at least 02 entities joint the assignment)

LCFs are required to send their eligibility dossiers to VN_PoS_Quotation@giz.de no later than 17:00 (Hanoi time) on 17.06.2025 with email subject: “Tender 83489675-company name: Eligibility dossier”.
GIZ is obliged to ensure the confidentiality of all bidding documents submitted.

3. Eligibility dossiers must be sent to VN_PoS_Quotation@giz.de by 5 PM on 17.06.2025. Sending documents to the wrong email address will result in the disqualification of the bidder.
4. For data protection and information security reason: If the total volume of your bid is below 10 MB, you may attach the files directly in the email sent to us. If the total volume of your bid exceeds 10 MB, the files must be sent via the GIZ FileTransfer system. We will provide guidance on how to use the filetransfer system to interested bidders. Files sent via other platforms, such as Google Drive or Dropbox, will not be accepted. Only selected bidders will be contacted for the receipt of the tender dossier./.
