Subject: Invitation to Introduction Meeting for Dung Quat Refinery Expansion and Upgrading Project and EPC Package Bidding

To Potential Bidders,

Binh Son Refining and Petrochemical Joint Stock Company (BSR), the investor of the Dung Quat Refinery Expansion and Upgrading (DQRE) Project, is pleased to announce that BSR has completed the FEED phase of the project. We are planning to launch the EPC bidding in July 2025, immediately following the approval of the FEED.

To meet the needs of bidders interested in the DQRE Project, BSR will organise an introductory meeting to provide information on the project and the EPC package.

Project Overview:

• Project: Dung Quat Refinery Upgrading and Expansion (Adjusted Project)

• Objective: Increase refinery throughput from 148,000 BPSD to 171,000 BPSD; meet EURO V fuel standards; enhance environmental compliance; diversify crude sources; reduce costs; and improve profitability.

• Scope of EPC: Includes 14 revamped process units, 6 new licensed units, 2 new open art units, revamped offsites (10) and utilities (10), in addition to new offsites and utilities. Site preparation will be executed by the Owner. EIA approval was obtained in 2019.

• Bidding Method for Selecting EPC Contractor: International open tender, one-stage, single-envelope process.

• EPC Package Value: 1,141,217,136 USD

• Contract Execution Schedule: 37 months, from January 2026 to February 2029 (Initial Acceptance)

• Scope of EPC works, including technical requirements and FEED packages (excluding Licensors’ BEDP)

• List of Licensors for process units for bidders to contact regarding the signing of a Non-Disclosure Agreement (NDA). Signing an NDA is a mandatory requirement for receiving the issued ITB.

• Guidance for signing the NDA to obtain the relevant documents
