HÀ NỘI (VNS) — A recent survey has found that people in 10 selected Vietnamese provinces and cities are generally satisfied with local public administration services. 

The results of the survey, which calculated the Satisfaction Index of Public Administration Services in 2015, were revealed at a meeting held in Hà Nội yesterday.

It measured people’s satisfaction with six administration services: the granting of identification cards, land use certificates, house building permits, marriage certificates and birth certificates and the certification process. These procedures are closely related to the needs of the average person and represent both simple and complex administration services. 

According to the survey, among nearly 12,000 respondents, 72.9 per cent were satisfied with ID-card-making procedures, and 63.1 per cent and 69.9 per cent had positive assessments of the granting of land use certificates and house building permits, respectively. 

Meanwhile, the certification process and granting of marriage certificates and birth certificates pleased 70.4 per cent, 79.9 per cent and 77.8 per cent, respectively, of those surveyed.

The survey was conducted from September 29 to October 13, 2015, by the Việt Nam Fatherland Front (VFF), the Ministry of Home Affairs and the War Veteran Association of Việt Nam in Hà Nội, Đà Nẵng and HCM City and in the provinces of Quảng Ninh, Lai Châu, Hưnh Yên and Hà Tĩnh, as well as Đắk Lắk, Tây Ninh and Cà Mau. 

Vice Chairman of the War Veterans’ Association of Việt Nam Nguyễn Song Phi said the survey showed that people highly valued the local public servants’ capacities but were not satisfied with their work ethic and enthusiasm in performing their duties. 

Politburo member and VFF President Nguyễn Thiện Nhân said co-ordination among the Ministry of Home Affairs, the VFF and the War Veterans’ Association of Việt Nam in carrying out the poll was intended to enhance the objectivity of the results.

The census will be expanded to all 63 provinces and cities and many other administration services in the time ahead, he said, adding that authorities at all levels must consider the public’s satisfaction an important criterion for administrative reforms.

A number of localities, such as Quảng Trị and Quảng Ninh, have assessed public satisfaction via different channels, including telephones and the Internet, and this model should also be expanded for better administrative reforms, he added. — VNS
