HÀ NỘI — A plan to collect opinions on the comprehensive adjustment to the Red River Urban Sub-zone Project from Hồng Hà Bridge to Mễ Sở Bridge, has been issued by the Hà Nội Department of Construction.

A high level of unity and consensus among all sectors, localities and the people in the project implementation is being sought.

Local people’s committees are responsible for sending dossiers to organisations in their areas for study and to provide written opinions.

Agencies and organisations will submit written opinions within 15 days from the date of receipt of the dossiers and send them to the local people’s committees in accordance with regulations.

In addition, the project management board will also collect opinions from residents directly affected within the planning boundary and in the impact zone.

The board will post and display planning dossiers at headquarters of people’s committees and at public points to receive and compile opinions from residents.

They will also publish planning dossiers on the portals of the Hà Nội Department of Construction, the Hà Nội Urban Planning Institute and other local systems. Collecting opinion from residents will take place within 20 days from the date the consultation content is made public.

During the planning appraisal stage, the Hà Nội Department of Construction will take the lead in collecting opinions from concerned ministries, departments and sectors, organisations and experts.

State management units are required to provide written opinions within 10 days from the date of receipt of dossiers in accordance with regulations, whereas organisations and experts will provide written opinions within 15 days from the date of receipt of dossiers.

To ensure the effectiveness of the plan, the Hà Nội Department of Construction requested localities to develop implementation plans and publicity schedules; designate posting and display points; prepare minutes of meetings and briefing materials; and coordinate with the Project Management Board to post and display materials at public places in order to receive opinions from affected communities.

In addition, localities must work with related units to compile, consider, explain and finalise planning dossiers before submission for appraisal and approval. The content of reports on feedback received and explanations provided must be made public and transparent.

Police and authorities have been instructed to develop plans and measures to ensure political security and social safety during the consultations.

The Investment and Construction Project for the Red River Landscape Boulevard Axis has a land-use scale of more than 11,400 hectares, to be implemented across 16 communes and wards along the Red River.

In the 2026–30 phase, priority will be given to investment in key infrastructure items, including two landscape boulevards, the embankment system and riverbed, public parks, residential urban areas and independent land-clearance projects.

The two landscape boulevards are planned along both sides of the river, comprising the Hữu Hồng route, about 45.35km long, and the Tả Hồng route, about 35km long.

Alongside the transport network, the project includes ecological parks, river regulation, urban redevelopment and resettlement arrangements. The coordinated implementation of these components is expected to create a continuous riverside urban space, enhancing connectivity between the inner-city area and the northern, eastern and southern parts of the city. — VNS
