Technology proves essential in local government restructuring

As Việt Nam began operating its new two-tier governance model on July 1, technology companies have joined forces to assist local authorities in streamlining administrative procedures. Among these is FPT Corporation, which deployed nearly 80 FPT technical staff across five representative wards and communes in Quảng Ninh Province on the very first day. Việt Nam News reporters Khánh Chi and Việt Thắng talked to CEO of FPT Corporation Nguyễn Văn Khoa to learn more about this technical cooperation.

Could you please highlight the significance of the support FPT is offering Quảng Ninh Province in digitising State governance?

As Party General Secretary Tô Lâm said, Việt Nam is entering a phase of “reorganising the country,” in which one of the strategic priorities is to establish a two-tier local government model across the country. This presents a major challenge in terms of organisational structure, data, human resources and technology – requiring localities to make thorough and swift preparations. In this transformation process, data serves as the 'digital foundation,' and technology is the essential condition for local governments to restructure, enhance monitoring capabilities, and make real-time decisions.

Quảng Ninh is one of the localities pioneering in digital transformation. Since 2012, the province has taken bold steps in implementing the E-Government Project. As part of the initiative, a Provincial Public Administrative Service Centre was established. FPT has partnered with the province to build the E-Government System during the 2012–2016 period and launched the Digital Platform for Administrative Procedures in 2022.

We are proud to continue supporting the locality in operating the two-tier local government model, integrated with a single-tier Public Administrative Service Centre.

We believe the technological systems developed by FPT have brought about practical values.

For citizens and businesses, they form a modern, transparent, and convenient public service ecosystem - saving time, costs and effort in administrative procedures.

For public servants, the systems help reduce manual workloads, boost productivity, and enhance control and coordination through real-time data. And for provincial authorities, they serve as modern governance tools that support monitoring and accurate decision-making.

Notably, the implementation of a single-tier Public Administrative Service Centre model allows citizens to submit administrative documents at any transaction point within the province. This marks a major shift from a 'territorial management' mindset to a 'borderless service' approach.

For this project to proceed on the landmark date of July 1, what steps did FPT take to prepare its infrastructure and personnel and how have these efforts been received by the local government and people?

Transforming the organisational model of local government is a major challenge. From the moment we received the 'assignment,' we recognised it as a true 'surgical overhaul' involving data, structure and technology.

FPT supported the province in deploying a dedicated cloud computing system, certified by relevant authorities to meet all security and information safety requirements. This system was built to operate the next-generation administrative procedure information platform, fully replacing the old system.

We mobilised over 100 technology experts to work directly with administrative units in Quảng Ninh. During the initial week of the two-tier government model's rollout, which was also the most demanding phase, FPT stationed staff to provide on-site support in 54 communes and wards across the province.

Đông Triều, a key locality in Quảng Ninh’s administrative restructuring roadmap, saw FPT closely collaborate with local authorities to conduct multiple rounds of system rehearsals and fine-tuning for smooth operations.

In the initial days, the rate of citizens using online public services was below 15 per cent, but after just over two weeks, it surpassed 70 per cent of total applications, demonstrating a rapid shift in public habits and the system’s seamless responsiveness. The system has helped shape a modern digital government model that is citizen-centric, efficient and sustainable.

FPT considers this one of its flagship projects, showcasing the role of technology enterprises in partnering with the Government and local authorities to tackle major challenges.

FPT and Quảng Ninh have officially partnered to build a model digital government. Could you please elaborate on the core focuses of this cooperation?

We recently held a working session with the leadership of Quảng Ninh Province in mid-July. Fortunately, the provincial leaders showed strong reform commitment and proposed a strategic cooperation agreement.

Carrying the responsibility of supporting national development in the spirit of the 'Four Politburo Resolutions', we aim to help Việt Nam thrive in the new era. For Quảng Ninh, a region undergoing a transformation 'from black to green,' FPT has proposed a cooperation model built around these four pillars to address the province’s major challenges.

First, FPT will collaborate with the Policy Advisory Board to establish a legal corridor that enables Quảng Ninh to become a leading regional centre for finance, industry, technology and services.

Second, FPT seeks to support the province in building a unified operational data platform, applying AI in governance, and developing a local expert workforce to serve the government system in the long term.

Third, we propose a public governance model based on the Objective and Key Results (OKR) methodology. Operating with clearly defined goals will lay the foundation for a streamlined, efficient, and more transparent government apparatus.

Fourth, FPT will implement a programme to support provincial businesses in assessing their digital capabilities, providing strategic development consulting, training personnel, and piloting suitable technological solutions. This core force will drive the local digital economy and comprehensive digital transformation.

In parallel with the four pillars mentioned above, FPT also proposed two breakthrough implementation programmes. The first is the 'Mindset Transformation' programme, designed as an innovation journey for department leaders, sector heads, and technical staff. The second is a collaborative model with FPT’s technology partner ecosystem, which includes consulting organisations and major tech enterprises both domestic and international.

During the 2026–2030 period, FPT will continue to support the province in realising initiatives across three key fronts: institutional reform, technology and investment. This includes developing digital infrastructure, promoting vocational education, building smart healthcare models to serve international visitors, and co-developing groundbreaking tax policies to create an attractive business environment and draw in investment.

Will FPT continue to collaborate with other localities to replicate this model?

FPT considers this the starting point of a journey to accompany provinces and cities nationwide in realising the goal of building a two-tier government.

The Politburo’s Resolution 57-NQ/TW has outlined a plan to promote the development of science, technology, innovation, and digital transformation by 2030, with a vision toward 2045.

As a leading technology enterprise, FPT has identified its mission as pioneering solutions to major national challenges. Just before the landmark date of July 1, 2025, FPT had already partnered on digital transformation initiatives with 32 out of the 63 former provinces and cities.
