Hà Nội inaugurates the Intelligent Traffic Operations Centre

HÀ NỘI — The Hà Nội Department of Transport has responded to the city's requirements of intelligent transport in the capital.

On Thursday, the department launched the pilot implementation of the Traffic Operations Centre (TOC) at the Hà Nội's Traffic Management and Operations Centre.

The Intelligent Transportation System (ITS) is a system which applies technical and technological solutions to efficiently organise, manage and operate the transportation system, ensuring traffic safety, reducing travel times and costs, and protecting the environment.

With the approval of the Hà Nội City’s People's Committee, the department coordinated with the Military Industry and Telecoms Group (Viettel) to establish the TOC at the Hà Nội City’s Traffic Management and Operations Centre, located at Kim Mã Street in the Ba Đình District.

The centre is equipped with computers, video wall monitors, firewalls, network devices, accompanying accessories and control software, including ways to measure traffic volumes, monitor traffic violations and watch over traffic signals, along with installation of peripheral devices at two pilot intersections on Phạm Văn Bách Street.

The functions of the intelligent transportation system during the pilot phase will include traffic monitoring, traffic information provision, traffic control, public traffic management, incident management, traffic infrastructure management, parking management and electronic public transport ticket management. The parking management and electronic public transport ticket management functions will be integrated once the city's separate pilot projects are ready for operation.

Additionally, the system is designed to ensure openness and readiness for expansion, capable of integrating all 12 functions when applications are fully developed and conditions for data connection and sharing are met.

Speaking at the inauguration ceremony, Nguyễn Phi Thường, director of the city’s Department of Transport, stated that the operation of the TOC is significant. It serves as the foundational core for the formation of the intelligent transportation system and is a crucial practical basis for completing the project of intelligent transportation in the city.

Currently, this is only the initial pilot phase, so there is much work to be done, he said, which will include revisions from any issues which arise during the pilot operation. After the pilot phase, the department will collaborate with relevant units to comprehensively evaluate the existing issues to propose optimal technical and technological solutions for the intelligent transportation system, particularly the TOC.
