Friendly-administration models deployed in Bắc Giang

BẮC GIANG — Friendly administration models that comply with administrative reform regulations have been deployed since August 2021 in the northern province of Bắc Giang.

In the process of building a friendly administration, many creative models have been replicated in the province such as "Unscheduled Friday" in Vĩnh An Commune; "Five administrative procedures people do not need to wait" in Yên Định commune, Sơn Động District; "Receiving people's opinions in building a friendly administration and a civilised urban area" in Thọ Xương Ward; "Fast Friday" in Lê Lợi Ward; "Email box to receive feedback from local people" in Dĩnh Kế Ward, Bắc Giang City; "Special wedding ceremony" in Quảng Minh Commune, Việt Yên District; "Receiving and returning results at the one-stop-shop unit for administrative procedures related to land issues" in Quang Châu Commune, Việt Yên District.

Permanent Deputy Secretary of the provincial Party Committee Lê Thị Thu Hồng said that the receiving-and-returning result units of communes, wards and towns were invested to be spacious, clean and fully-equipped to better serve local people and businesses.

The province had allocated over VNĐ64 billion (US$2.59 million) to set up and improve criteria for a friendly administration.

Some localities had focused on investing to build a friendly administration, such as the districts of Việt Yên, Lạng Giang, Yên Thế, Yên Dũng and Lục Nam.

The operation of the models in building a friendly administration had helped to improve the democracy at the grassroots level.

Local people, especially in rural areas, were more deeply and clearly aware of their rights in implementing grassroots democratic regulations, then they were also more active and responsible in evaluating and making comments to competent authorities.

The year of 2023 is the first year the province evaluated and scored units that meet friendly-administration standards.

As a result, the province has 76 communes, wards and towns meeting friendly-administration standards, reaching 36.4 per cent of the total communes, wards and towns in the province.

Đỗ Huy Hoàng, secretary of the Party Committee of Dĩnh Kế Ward, said that in the past, people who wanted to contribute their opinions had to wait until the regular reception session of the Party Committee and Ward People's Committee.

Therefore, the ward had deployed the model “Email box to receive feedback from local people” since October 2023 in order to promptly and regularly receive opinions and recommendations of people and timely resolve according to regulations.

People just need to scan a QR code to express their opinions anywhere and at any time, he said.

The ward already sent the QR code for the model to all Zalo groups of the ward and also printed the QR code to hang at the gates of cultural houses and disseminate on the ward speaker system so that local people could get the QR code.

The province plans to have 60 per cent of commune-level units meeting friendly-administration standards this year. — VNS
