HƯNG YÊN — Prime Minister Lê Minh Hưng has called on Hưng Yên Province to capitalise on its strategic location and distinctive advantages to unlock new development opportunities, make major breakthroughs and become a dynamic growth hub contributing to the country’s overall development.
Addressing a conference on Monday to announce Hưng Yên’s provincial planning for 2021-30, with a vision to 2050, PM Hưng highlighted the province’s favourable geographical and economic position.
Located near Hà Nội and major industrial and service centres in northern Việt Nam, Hưng Yên also has access to coastal areas, creating significant opportunities in marine economy, industry, energy and logistics.
To develop into a modern industrial and service centre with civilised urban areas, a strong marine economy and green, sustainable growth, the province should maximise its geographical advantages and strengthen regional connectivity to expand development space, mobilise resources and generate new growth drivers, he said.
Hưng Yên should organise its development around an integrated, multi-centre model that capitalises on the complementary strengths of different areas, while pursuing the development of green and smart urban areas.
The PM stressed that provincial planning must be implemented through an integrated approach and a long-term vision, creating a unified development space following the administrative merger.
The locality should promptly translate the plan into specific programmes, projects and action plans, with clear priorities, timelines, resources, responsibilities and expected results.
Development areas, economic corridors and centres must be interconnected, with their respective roles and functions clearly defined.
He warned against a situation in which administrative boundaries are consolidated but development remains fragmented. Planning data should be made more transparent and digitised, while discipline must be strengthened to prevent short-term thinking, scattered investment and piecemeal adjustments driven by individual projects.
Planning must lead and guide development rather than follow projects or be altered merely to accommodate short-term interests, he said.

Hưng Yên should prioritise strategic infrastructure and regional connectivity, linking industrial parks, economic zones, urban centres, production facilities and service hubs with expressways, seaports and major transport hubs.
Given limited resources, the province must select priority projects carefully, focusing on those that remove bottlenecks, open up new development space and generate broad economic benefits.
PM Hưng also called for the development of modern, high-tech, supporting, processing and manufacturing industries, alongside green industries. Foreign direct investment should be attracted selectively, based on technological standards, added value, links with domestic businesses and environmental protection.
High-value services, particularly logistics, trade, industrial support services, cultural tourism and ecotourism, should be expanded. The province should also tap its marine economic potential while ensuring environmental protection and national defence and security.
In agriculture, Hưng Yên should shift from a production-oriented approach to a broader agricultural economy, promoting high-tech and ecological farming, deeper processing and stronger product branding to increase farmers’ incomes.
Developing high-quality human resources is another priority, with training programmes aligned more closely with business needs and labour market demand, he said.
The PM called for substantive administrative reform, a better investment and business environment, and timely resolution of difficulties involving land, investment, construction and site clearance.
The two-tier local administration model should become more development-oriented, transparent, effective and responsive to residents and businesses.
Officials should demonstrate competence, accountability and discipline, while being willing to innovate, take action and accept responsibility for the common good.
Alongside economic growth, the province must preserve and promote its cultural and historical heritage, protect the environment and improve living standards.
“The ultimate goal is to ensure that residents benefit from development through greener, cleaner, safer and more civilised living environments,” he said.
Regarding Hưng Yên’s ambition to become a centrally governed city by 2030, PM Hưng also urged the province to review all relevant criteria, identify those already met and those requiring further work, and establish a clear roadmap with specific projects and tasks.
Priority should be given to urban infrastructure, governance, public services and quality of life, with the province making every effort to achieve the target before 2030.
He called on central ministries and agencies to work closely with the province, provide guidance and remove obstacles to the effective implementation of its planning.
The PM also encouraged domestic and international businesses and investors to view Hưng Yên as an emerging development space directly connected to Hà Nội, major industrial centres and a promising coastal economic zone.
The Government will continue to support localities and the business community by improving institutions and the investment environment, protecting the legitimate rights and interests of residents, businesses and investors, and mobilising and using resources effectively for development, he affirmed. — VNS
