HÀ NỘI — The National Assembly (NA) Standing Committee convened its 56th session on the afternoon of Wednesday at the National Assembly House.

Delivering the opening remarks, NA Chairman Trần Thanh Mẫn said the session will deliberate on a range of important issues, including the draft law amending and supplementing several articles of the Law on Social Insurance. He stressed that this bill has wide-ranging impacts, directly affecting workers and the social security system, and called for a thorough assessment to ensure feasibility, stability, and long-term effectiveness.

During the session, the committee will also review the key five-year plans for the 2026–30 period, including the socio-economic development plan, the national finance and public debt management plan, and the medium-term public investment plan. Chairman Man emphasised their strategic importance, noting that the Party Central Committee had reviewed the content at its recent meeting and the National Assembly will formalise it through resolutions.

He urged the NA Standing Committee to provide in-depth and comprehensive feedback, particularly on major targets, key balances, and critical indicators, to ensure the plans fully reflect the Party’s guidelines, remain practical, focused and prioritised, and avoid being formalistic.

The committee will also examine Government reports on the implementation of the socio-economic development plan, the state budget in 2025 and in the early months of 2026, and thrift practice and anti-wastefulness efforts.

In addition, the NA Standing Committee will give final opinions on preparations for the first session of the 16th National Assembly and the conditions necessary for its operations, including facilities, working conditions, and related policies. It will also review the implementation of the supervision programme in 2025 and early 2026, and consider the proposed supervision agenda for 2027.

The session will further address several issues within its authority and conduct a comprehensive review of the legal system to implement the Politburo’s Conclusion No. 09-KL/TW on improving Việt Nam's legal framework.

This is a major and unprecedented task that must be carried out methodically, the top legislator stressed, noting that the goal is not only to identify inconsistencies and overlaps, but also to build a coherent, unified, stable, transparent, and accessible legal system that creates new development space for the country.

Though scheduled to last just one and a half days, the session carries a heavy workload. The NA Chairman called on committee members to uphold a strong sense of responsibility, work with urgency and focus, and ensure both quality and efficiency.

He also emphasised the need for well-prepared reports that are concise, clear, and issue-oriented, with clearly defined timelines and responsibilities, while strengthening discipline in document preparation as the legislature moves toward a more professional, effective, and efficient 16th tenure. — VNA/VNS
