HÀ NỘI — The 14th National Congress of the Communist Party of Việt Nam will feature more than 1,500 delegates representing over 5.6 million party members nationwide, an international press conference was told on Wednesday.
The event will take place from January 19 to 25 at the National Convention Center in Hà Nội.
Permanent member of the Party Central Committee’s Secretariat Trần Cẩm Tú outlined details of the monumental political event to domestic and international press on Wednesday.
Themed 'Under the glorious flag of the Party, joining hands and uniting wills to successfully realise the country’s development goals to 2030; ensuring strategic autonomy, fostering self-reliance and confidence, advancing firmly in the era of nation’s rise for peace, independence, democracy, prosperity, civilisation and happiness, and steadfastly progressing towards socialism', the event will discuss and approve a multitude of key documents.
Tú said these include the Political Report of the 13th Party Central Committee; a report summarising theoretical and practical issues regarding 40 years of socialist-oriented Đổi mới (Renewal) in Việt Nam; a report reviewing 15 years of implementing the Party Charter (2011–2025) with proposed amendments; and a review report on the leadership and direction of the 13th Party Central Committee.
Notably, Tú said the documents, for the first time, include an accompanying Action Programme that specifies particular projects, timelines and responsibilities to ensure the Congress' resolution be implemented immediately following the Congress.

Regarding the preparation of these documents, he emphasised that the Party has combined three separate reports (Political, Socio-economic, and Party Building) into a single, unified and synchronised Political Report.
“The draft documents were released for public feedback, drawing nearly 14 million opinions, which affirms the high level of consensus between the Party’s will and the people’s aspirations,” he said.
Regarding personnel work for the Congress, Tú said it has been conducted by the 13th Party Central Committee and the Personnel Sub-committee in strict accordance with Party regulations, the principle of democratic centralism, and legal provisions.
In particular, the process has placed high importance on moral virtues, utilising quality, efficiency, work output and personal contributions as the primary metrics for evaluating, appointing, and assigning officials.
Tú said the event has been well-prepared with all key tasks completed to ensure the best possible outcomes and elevate the nation's standing on the world stage.
“Việt Nam always treasures the affection and support of international friends," Tú said.
"We have sent official notifications to political parties and invited the diplomatic corps to attend the opening and closing ceremonies."
Also addressing the press conference was Professor Dr. Nguyễn Xuân Thắng, Politburo member, President of the Hồ Chí Minh National Academy of Politics and Chairman of the Central Theory Council.
He said a significant and consistent new feature in the draft documents of the 14th National Party Congress is the establishment of a new growth model.
"We must adapt to major global shifts, such as digital transformation, green transition, energy transition and human resource transformation," the professor said.
"This will allow us to leverage our potential and advantages to enhance productivity and increase the economy's added value."
Furthermore, the draft documents clearly identify cultural and human development not only as a spiritual foundation but as a vital resource, an endogenous strength and a driving force for national development.
For the first time, the draft documents categorise foreign affairs and proactive international integration, alongside national defence and security, as crucial and regular tasks.
"Foreign affairs is not the sole responsibility of the diplomatic sector but of the entire political system," Thắng said.
"It involves attracting development resources from both home and abroad, as well as adapting to and capitalising on conditions to develop the country amidst deep international integration."
In addition, the draft documents include various other contents related to science, technology, innovation and education and training, featuring many breakthroughs.
Professor Thắng added: “A key highlight is that the viewpoints and ideas presented in the draft documents have been more profoundly concretised through a system of solutions and policies to ensure their successful implementation, even before the Congress begins.” — VNS
