HÀ NỘI — Prime Minister Phạm Minh Chính praised the Ministry of Construction for its bold reforms and innovation, driving major gains in infrastructure and policy, while urging fixes for real estate and housing challenges at the ministry’s first Party Congress for 2025–2030, in Hà Nội on Tuesday.

PM Chính, a Politburo member and Secretary of the Government's Party Committee, hailed the ministry for effectively following the resolutions and conclusions from the Party Central Committee, the Politburo, the Party Central Committee’s Secretariat, the National Assembly, the Government, and the PM, particularly the 13th National Party Congress’s resolution, citing progress in institutional reforms, planning, infrastructure breakthroughs, added value creation, and anti-corruption efforts.

However, issues persist despite these achievements, he noted. These include a fluctuating real estate market, slow progress on affordable housing, untapped maritime potential, and unsustainable urbanisation plagued by traffic and pollution. Digital transformation and policy enforcement remain sluggish, with limited delegation of authority hampering efficiency, he said.

The PM called for a stronger Party organisation, with tighter oversight to prevent minor lapses from becoming major violations, especially in fighting corruption. He urged the ministry to bolster the capacity and combat strength of its Party units and members.

The ministry must continue following the Party and State’s policies and guidelines, including those outlined at the 13th and upcoming 14th National Party as well as in the Congress of the Government’s Party Organisation, contributing to making the three strategic breakthroughs, especially the infrastructure one with a focus on road, aviation, railway, and waterway infrastructure, he said.

It must strengthen state management of construction, focusing on developing regulations, mechanisms, policies, strategy, and planning, rather than managing project-level details, he added.

The PM pushed for faster adoption of science-technology, innovation, digital transformation, green transition, and circular economy, targeting smart city development and green transportation.

The ministry was also tasked with leading transport connectivity, especially railway and waterway transport, unlocking resources through public-private partnerships, and speeding up large projects.

PM Chính also demanded exceeding social housing targets and actively engaging in school construction in borderland areas.

During the past tenure of the ministry's Party Committee, Việt Nam’s infrastructure landscape has undergone transformation, with the country on track to complete 3,000km of expressways by the end of this year.

Major milestones include the groundbreaking and completion of Long Thành International Airport’s first phase; timely updates and adjustments to the planning of several airports such as Gia Bình International Airport; and competent authorities' approval of major investment proposals for key projects such as the North–South high-speed railway and the Lào Cai–Hà Nội–Hải Phòng railway line.

Urban railway projects in Hà Nội and HCM City were also accelerated and brought into operation.

At the congress, decisions by the Standing Board of the Government's Party Committee were announced to appoint the Party Committee of the Ministry of Construction, along with its standing board, secretary, deputy secretaries, and inspection board for 2025–30.

Accordingly, the Party Committee of the Ministry of Construction for the new tenure consists of 39 members, with its Standing Board gathering 11 members.

Trần Hồng Minh, member of the Party Central Committee, member of the Government's Party Committee, and Secretary of the ministry's Party Committee in the 2020–2025 tenure, was assigned as Secretary in the new tenure. — VNA/VNS
