HÀ NỘI — Party General Secretary and State President Tô Lâm emphasised that the report reviewing 40 years of Đổi Mới (Renewal) is a vital foundation for drafting the documents to be presented at the 14th National Party Congress, with the Political Report being the main focus.

He made these comments while chairing the fourth meeting on reviewing the theoretical and practical aspects of the socialist-oriented Renewal process over the past 40 years, held in Hà Nội on Thursday.

As Head of the Steering Committee for the 40-Year Renewal Review, General Secretary and President Tô Lâm greatly appreciated the swift and diligent efforts of the committee members in preparing the draft report, which summarises various theoretical and practical issues from 40 years of Renewal in Việt Nam.

The draft report was developed after the third session of the Steering Committee, based on 47 specialised reports, eight thematic reports, categorised across six groups, along with some reports from provincial and municipal Party Committees, initial results from national programmes and projects and the accumulated outcomes from previous 20-year and 30-year reviews.

General Secretary and President Tô Lâm highly valued the draft report’s content, which systematically clarifies the development of the Party’s theory on socialist-oriented renewal, national building and defence over the past 40 years of Renewal.

The report assesses and elucidates the achievements and limitations in building socialism in Việt Nam across four major areas. Building and developing a socialist-oriented market economy, cultural, social, and human development, national defence, security, foreign affairs, party building, and rectification and strengthening of the political system.

The report also broadly outlines significant theoretical developments regarding socialism and its building in Việt Nam. It includes a proposed model of socialism based on three pillars: a socialist-oriented market economy, a socialist rule-of-law state, and a socialist democracy under the leadership of the Communist Party.

Additionally, the report highlights historically significant achievements, identifies limitations, clarifies emerging issues and provides lessons learned. It makes forecasts, proposes main goals and key indicators and outlines tasks and solutions to continue advancing the comprehensive Renewal process. The draft report also suggests several topics to be included in the documents for the 14th Party Congress.

General Secretary and President Tô Lâm stressed the importance of accurately evaluating the achieved results, identifying limitations, weaknesses and shortcomings and understanding their causes, especially the bottlenecks and obstacles hindering the country’s development that have not been or have been slowly addressed.

He called for a continued commitment to the nation’s renewal efforts.

He noted that reviewing theoretical and practical issues related to Việt Nam's 40-year socialist-oriented Renewal process is crucial for the nation’s building and development and directly contributes to drafting the Political Report to be presented at the 14th Party Congress.

Therefore, the 40-Year Renewal report will continue to be refined before being submitted to the Politburo for review and then to the 10th meeting of the Party Central Committee for approval. — VNS
