HÀ NỘI — Prime Minister Phạm Minh Chính on Friday chaired a government conference on digital transformation with ministerial and local leaders, stressing joint efforts and comprehensive actions to accelerate the process.

Reports from the meeting showed that digital transformation is being implemented with cohesion and determination at all levels, and positive progress is being made in implementing Project 06.

This aims to enhance the application of population, identification, and electronic authentication data in support of national digital transformation in the period 2022-2025, with a vision for 2030.

The development of e-government continues with efforts placed on offering online public administration services for the people, with about 16.4 million accounts registered on the National Public Service Portal.

The digital economy and digital society maintain strong growth with the increasing number of Vietnamese digital products and exports, totalling US$117.3 billion in 2023.

Revenues from software and IT (information technology) services also reached $13 billion in the same year.

Industrial digitalisation is gaining traction in various ministries and sectors, with revenues from e-commerce rising from $13.7 billion in 2021 to $20.5 billion in 2023.

Cashless payments are widely available, with 87 per cent of the adult population having bank payment accounts reaching 87 per cent, exceeding the target of 80 per cent by 2025.

Digital transformation has also made social welfare, education, health care, and insurance more convenient for people.

According to the Ministry of Information and Communications (MIC), world reports show that Việt Nam’s digital economic growth rate has increased over the years.

Regarding digital economic growth in ASEAN, Việt Nam has moved from ranking sixth in 2020 to third place in 2021, before topping the chart in 2022 and 2023.

The 2022 Government AI Readiness Index placed Việt Nam 55th globally, while other countries in the Southeast Asian bloc such as Singapore, Malaysia and Thailand ranked second, 29th and 31st respectively.

In regards to cyber security, Việt Nam is placed 25th out of the 194 countries and territories in the ranking.

Việt Nam’s assessments also showed that the national digital transformation index (DTI) maintained steady growth over the years, reaching 0.71 points in 2022.

Other indexes on e-government, digital economy and digital society also witnessed high growth rates between 45 and 55 per cent.

Praising the improved management of national digital transformation, PM Chính underlined that this must be an inclusive process with the focus placed on digital human resources development, prioritising resources for digital economic development and e-government and digital infrastructure development.

It needs to include digitalised management with the application of AI, as well as perfecting the policies and frameworks for digital transformation.

In addition, more efforts should be placed on the awareness and actions of the leaders, developing policies and frameworks in alignment with international practices, promoting the digital economy, digital society and digital citizens and accelerating the development of national digital infrastructure as well as cyber security.

PM Chính also stressed that it is necessary to ensure comprehensive implementation of digital transformation and Project 06 for the benefit of the people, as well as resources for national digital transformation, online public services, human resources for digital transformation and emerging industries, as well as a balance of benefits between the state, the people and businesses for sustainable economic growth. — VNS
