LONG AN — Long An Province has underlined its commitment to creating a transparent, fair and supportive environment for private enterprises to foster economic growth in the spirit of the Politburo’s Resolution No 68 on promoting private sector development.

At a conference held on June 17 with the theme “Accompanying Enterprises – Developing the Private Economy,” the province People's Committee convened local authorities, business groups and private sector representatives to discuss strategies for implementing the Resolution and boosting the private economy’s role in socio-economic development.

Huỳnh Văn Sơn, vice chairman of the Long An People’s Committee, explaining the province views private sector development as a top priority, said: “We are committed to renewing thinking, unifying perceptions and turning awareness into concrete action to support private enterprises.”

Key measures include accelerating administrative reform to improve the investment climate, ensuring equal access to development resources and facilitating innovation, digital transformation and technology application.

The province aims to encourage strong linkages between private firms and other economic stakeholders, and nurture large-scale enterprises capable of regional and global competition.

But it will also support micro, small and household businesses, the backbone of its economy, by helping them overcome institutional barriers, access credit and strengthen management.

Authorities are also promoting business ethics, social responsibility and entrepreneurial spirit, with the goal of encouraging private sector engagement in national governance and sustainable development.

Concrete support, measurable outcomes

Trần Văn Tươi, deputy director of the province Department of Finance, said Long An has around 26,700 registered enterprises of which 16,800 are active and nearly 91,500 household businesses.

Despite recent global and domestic economic headwinds, the province has maintained impressive growth, largely to the coordinated efforts of the political system and the resilience of the local business community, he added.

Long An continues to attract investment and sees a steady rise in both the number and quality of private enterprises.

Many businesses have successfully built their brands, expanded market reach and created stable employment opportunities, but, on the flip side, a majority of firms are still small or micro in size and have limited access to capital, land and technology.

Progress in digital transformation and innovation is slow, and some support policies overlap or are ineffective at the grassroots level.

Delegates assessed the local implementation of Resolution No 68, referred to certain difficulties and proposed solutions.

Business representatives expressed optimism, viewing the resolution as a timely opportunity to strengthen the private sector’s status in the country’s economy.

Nguyễn Minh Tâm, vice chairman of the Long An Business Association, praised the Resolution as a clear testament to the Party and State’s strong support for private enterprises.

“It acknowledges the private sector as a key engine of growth.

“Our association will enhance its role as a bridge, helping member businesses navigate the policy landscape and strengthen linkages within value chains to enable rapid and sustainable development.”

Entrepreneurs called on provincial authorities to streamline procedures related to land, construction and the environment, with particular attention to transparent land pricing. They also proposed greater investment incentives to stimulate production and business activities.

A clear direction forward

Long An authorities pledged to take concrete steps, placing businesses at the centre of policymaking and removing bottlenecks that hinder economic freedom to create a dynamic, equitable investment environment.

Sơn said: “The province will walk alongside the business community, not only listening to their concerns but also acting on them.

“Only by removing institutional obstacles and empowering private enterprises can we unleash the full potential of this vital economic sector.”

As Long An looks ahead, it hopes to become a regional leader in private sector development, driven by a vibrant, innovative and interconnected enterprise ecosystem.

The provincial leadership remains focused on turning political will into tangible change, ensuring that private enterprises thrive — not only in number, but in quality, resilience and contribution to the economy. — VNS.
