1. Background

As a federally owned enterprise, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ provides advisory services to the Vietnamese Government in four priority areas: (1) Vocational training, (2) Environmental, (3) Energy, and (4) Sustainable Economic Development. GIZ Hanoi office is looking for a local qualified consulting firm to provide consultancy services aimed at strengthening the capacity of smallholder farmers in sustainable coffee production in Sơn La province.

The GIZ Office Hanoi is conducting a public tender to seek qualified Local Consulting Firm(s) (here after called as NC) for the following assignment:

• Tentative duration: from 27/04/2026 until 31/10/2026

• Place of assignment: Sơn La province and deskwork

• NC’s number of working days: up to 151

• Requirements: The selected NC is expected to have sufficient expertise in sustainable including standardised agriculture with the focus on coffee production in Sơn La province.

2. Eligible requirements for bidder

• Commercial Registry Entry

• Average annual turnover for the last three financial years:

At least: 1,090,000,000 VND (~35,000 EUR provisional exchange rate of March 2026)

• Average number of employees and managers for the past three years:

At least: 05 person

• Technical experience assessment is based on reference projects that were conducted by bidder with a minimum value of 125,000,000 VND (~4,000 provisional exchange rate of March 2026) to satisfy the following:

- at least 03 reference projects in the providing consultancy services on sustainable and standardized coffee production.

- at least 03 reference projects implemented in Việt Nam in the last 3 years (2023-2025)

3. Interested companies are requested to prepare the following documents:

• Letter of interest (with Director’s or an Authorised person’s signature and company stamp).

- Financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be briefly translated into English if documents are in Vietnamese.

- Company profile and technical experience, including Business license (for firm) or Decision of establishment (for association); Business Registration Certificate showing the Enterprise Identification Number and Tax code registration; Organisational chart; similar experience/copy of contracts related to this assignment; if the bidder participate as Consortium (if at least 02 entities join the assignment), they must submit a Consortium Agreement with company profiles, task allocation of all members and the nomination of the consortium leading firm (The lead firm must be locally registered).

• Technical offer: must correspond to the requirements of the Terms of Reference (TOR) and clearly demonstrate how such requirements are fulfilled.

• Financial offer: calculate your financial bid as instructed in the costing requirements specified in the TOR.

Note to the Bidder: Beside the minimum requirements mentioned above, the details are specified in the complete Tender Dossier. GIZ will send the complete dossier to the interested bidder as per the deadlines mentioned in Article 5 below.

Cost of preparing the bid: No remuneration will be granted for the preparation of the bid and the documents to be attached thereto.

4. Method of bid submission

The complete tender dossier is to be submitted only by email to VN_PoS_Quotation@giz.de by 09/04/2026, 17.00 (Hanoi time). The tender must be submitted in one (1) email containing three (3) zip folders named as follows:

• 7000002866 - Eligibility Documents - Company name

• 7000002866 - Technical Offer - Company name

• 7000002866 – Financial Offer - Company name

If the total size of your documents is below 10 MB, you can attach them directly in the email sent to us. If the total size of your documents is above 10 MB, the files must be sent via the GIZ file transfer system. Bidders are required to record the password on file transfer and send the correct one to GIZ. Incorrect passwords could lead to bidding failure.

6. Notes

• Only formality-conform offers will be eligible assessed and only eligible bidders will be technically assessed, and only technically suitable quotations will be financially assessed.

• Sending bids to the wrong email address will lead to disqualification of the supplier.

• Bids submitted after the deadline will be disqualified.

• For data protection and information security reasons: If the total volume of your bids is above 10 MB, the files must be sent via GIZ file transfer system. Files sent via other applications/systems such as Google drive, Dropbox…will not be accepted. Guidance on how to use file transfer will be provided.

GIZ is obliged to ensure the confidentiality of all submitted documents by bidder(s) during the tender process!
