GIZ Hanoi Office is conducting a negotiation tender with publication with two packages to seek an eligible and experienced service provider (10 years) being financially capable of rendering services to in Vietnam 10 – 20 events at the same time without deposit to offer the best value for money services in Package 1 and 2: event management divided according to the most updated administrative geography of Vietnamese Government. The package 1 includes the services provided and implemented in the northern and central provinces up to and including Hue City while the package 2 includes the services provided and implemented in the central and southern provinces starting from and including Danang City. Each of both packages will last 02 years from 01.01.2026 – 31.12.2027 with possible extension of 01 year. This requires handling event/study tours management in Vietnam and abroad with an approximate turnover of nearly 60 billion VND for up to 03 years.

Therefore, GIZ Hanoi Office is conducting a local public tender and seeking for one or two professional and qualified local companies for two packages for the assignment as below. Bidder offering both service packages will be preferred.

a. Tentative timeframe of the assignment:

PACKAGE 1 AND/OR PACKAGE 2 (83488626): – Event management: 01.01.2026 – 31.12.2027 with possible extension of 01 year

b. Place of assignment: Vietnam

c. Submission requirements: Interested bidders shall submit the following documents in English:

Eligibility documents:

I) Exclusion Criteria: (disqualified if lacking one of these papers or missing one annual audited financial report)

1) Letter of interest (with director’s signature and company stamp);

2) Business license,

3) VAT code registration,

4) Audited financial report for the last 04 years (incl. balance sheet, income statement, cashflow statement, tax liquidation),

5) Letter of good standing from the bank

II) Assessment Criteria:

1) Company Profile:

• Organizational and personal structure

• Range of Service

• Main/Branches of Offices

• Evidence for consortium contract and nomination of consortium leader (if any)

2) Financial Performance:

• Annual turnover

• Positive net profit (after tax deduction and bank interest)

3) Experience in Event Management

• Number of years of relevant experience

• Experience in organisations of video and hybrid conference events in Vietnam

• Experience in organisations of study tours in Vietnam

• Reliability: Proof of experience in the relevant service area (3 reference letters; similar evidence) in serving international organisations (similar to GIZ), embassies and multinational corporations in event management

4) Site Check:

• Legal Compliance

• Evidence of capability

• Professional impression

5) Capacity of the participation in two packages

d. Method of bid submission

The performance of the contract involves the processing of personal data by the contractor. Therefore, the bidder is required to ensure full compliance with applicable legal provisions before summiting Eligibility dossier, in particular: Decree No. 13/2023/ND-CP dated 17 April 2023 on the Protection of Personal Data ("Decree 13"), and the forthcoming Law on Personal Data Protection in Vietnam, once enacted.
