1. Background
As a federally owned enterprise, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The Mekong Delta Climate Resilience Programme (MCRP) is a technical cooperation measure between Vietnam and Germany that is jointly implemented by the Ministry of Agriculture and Rural Development (MARD) of Vietnam and GIZ in Vietnam from 2021-2025. The measure aims to sup-port the Vietnamese authorities in achieving the climate resilience and sustainable development of the Mekong Delta through the climate-resilient management of natural resources inland and along the coast.
The GIZ Office in Hanoi would like to annouce the Tender package to supply equipment for the coastal monitoring system (CMS), which consists of 17 stations installed with camera and wea-ther meteorology equipment. The equipment shall be transported to and installed in 17 destinations in 7 coastal provinces of Mekong Delta region. The place of delivery is to the respective communes and districts of Tien Giang, Ben Tre, Tra Vinh, Soc Trang, Bac Lieu, Ca Mau and Kien Giang pro-vinces (with one part, specifically the central server, to Hanoi or HCMC – yet to be confirmed).
The equipment shall be supplied and installed by the provider who having office in major pro-vinces/cities in Vietnam.
- Place of delivery: 17 locations of 7 coastal provinces as mentioned above
- Delivery time: Please indicate your shortest delivery time after order placement
- Payment: Payment after receipt of goods against VAT Invoice and delivery note (nego-tiable)
2. Deadline for the submission :
The Bid is to be submitted latest by 17:00PM (Hanoi time) on 26/11/2023.
3. Required documents of BID :
Bid is to be submitted in 02 original copies with full signature and stamp, 01 in Vietnamese and 01 in English, with same validity, including following documents:
A. Eligibility documents, include: (a) Letter of Interest signed and sealed by authorised per-son; (b) Company profile (including copy of business registration certificate, company struc-ture, working experince); (c) Copy of Financial Audits or Tax reports in 3 consecutive years 2022, 2021, 2020 (including balance sheet, income statement, cashflow statement, tax li-quidation); (d) Copy of contracts for similar tenders; (e) Proof of having the maintenance service in Vietnam and a technical team with minimum 5 staffs; (f) Proof of revenue of fis-cal year 2022; (g) Proof of having 5-year experience in providing environmental monitoring equipment in Vietnam (copy of business license and contracts); (h) Proof of having expe-rience in providing environmental monitoring equipment for 2 projects in Vietnam in the last 5 years (copy of contracts); (i) Proof of having capability in providing automatic weather / meteorology and camera monitoring equipment and server (including setup and installation) in Vietnam.
In case of consortium, a full set of the eligibility documents of the consortium partner and consortium agreement is also required.

4. Method of submission :
The tender dossier is to be sent by email to VN_PoG_Quotation@giz.de. We request you to sub-mit the eligibility documents, technical proposal and price quotation in 3 separate emails with sub-ject as follows:
• "Name of Bidder – Eligibility Documents – PO 91175705" (for Eligibility documents)
• "Name of Bidder – Technical Offer – PO 91175705" (for Technical proposal)
• "Name of Bidder – Price Quotation – PO 91175705" (for Financial offer)
For data protection and information security reason, in case the total size of your documents is be-low 10 MB, you can attach them directly in the email sent to us. In case the total size of your do-cuments is above 10 MB, the files must be sent via GIZ filetransfer system. We will provide the guidance on how to use filetransfer to interested suppliers. Files sent via other applica-tions/systems such as google drive, dropbox etc. will not be accepted.
5. Contact for correspondence and clarifications :
Interested suppliers can contact GIZ (should be before 17/11/2023) via email question-from-bidder-pog-vn@giz.de to receive a completed set of documents, including: Eligibility assessment grid; Technical assessment grid; Technical specifications of equipment and tasks of the bidder; Quotation specimen; Code of conduct; Guidance on filetransfer; and, Guidelines on consequences in case of submitting falsified information/documents.
Furthermore, from 13/11/2023 to 20/11/2023, GIZ will organize an information session with each interested supplier. Details will be informed accrodingly.

6. Notes:
• Sending documents to wrong email address will lead to disqualification of the supplier.
• Bids sending not as formally required or after the deadline will be disqualified.
• Only the winning bidder will be later contacted for order placement.
