H2Growth is a project commissioned by BMZ (Federal Ministry for Economic Cooperation and Development) to be implemented by GIZ to support the Vietnamese Government in developing a hydrogen energy production strategy, with a focus on proposing a framework for the development of a green hydrogen economy, leading to reduced greenhouse gas emissions, increased energy security and enhanced economic development. The objective of the project is to create an enabling environment for the development of a green hydrogen economy in Vietnam, by providing technical assistance and expertise in four key action areas: strategy and regulatory framework development, capacity development for key stakeholders, market/ economic development, and awareness- raising and outreach (communication).

As stipulated in the Decree No. 114/2021/ND-CP dated 16^th December 2021, on management and use of the Official Development Assistant (ODA) and concessional loans granted by foreign donors, project documents (PD) would need to be prepared and approved by competent authority with regards to the ODA projects.

On behalf of the H2Growth project, the GIZ Office Hanoi is conducting a tender to seek qualified Individual Local Consultant (here after called as LC) for the assignment:

a. Tentative duration: from 01.12.2023 until 30.06.2024

b. Place of assignment: Hanoi, Vietnam

c. LC’s number of working days: up to 45

d. Requirements: The selected individual local consultant will develop a background document (BD) that informs a project documents (PD) for H2Growth project which is in line with the Annex V of the Decree 114/2021/NĐ-CP and the project proposal to BMZ. The individual consultant is expected to have degree in Renewable Energy studies, Energy Economics, Econometrics or any other relevant field; and professional experience at least in one of the following: the energy sector, public sector / state-owned enterprises or international donor organisations.
