The “Innovative climate risk finance for the agricultural sector in the ASEAN region” (AgriCRF) project commissioned by the German Climate and Technology Initiative (Deutsche Klima-und Technologie Initiative DKTI) and implemented by GIZ works with Indonesia, Thailand and Vietnam. The main objective of the regional project is that farmers, both men and women, in the ASEAN region are more resilient and less exposed to climate-related risks by protecting them with accessible innovative climate risk finance products and services such as credits, loans and insurance integrated with sustainability standards.

On behalf of the AgriCRF project, the GIZ Office Hanoi is conducting a tender to seek qualified local consultancy company (here after called as LC) for the assignment:

a. Tentative duration: from December 30, 2023 until January 30, 2025

b. Place of assignment: Hanoi, Nam Dinh and Nghe An

c. LC’s number of working days: up to 150 days

Requirements: The LC will develop credit assessment tool, green credit products for farmers, cooperatives and agricultural micro-small enterprises. The LC is expected to have in-depth expertise, 05 years of experience in finance and banking, microfinance (with 02 related projects accomplished). Expert team of the LC will be composed of a team leader and a team member.

Interested LCs are requested to prepare the following documents in English:

1. Letter of interest (with director’s or authorised person’s signature and company stamp)

2. LC profile (including business license (for firm) or decision of establishment (for association), tax code registration, organisational chart, similar experience/copy of contracts related to development of credit rating tool and green credit products)

3. Audited financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be translated into English if documents are in Vietnamese

4. Consortium agreement and nomination of consortium leading firm (if at least 02 entities joining the assignment)

LCs must send eligibility dossiers to VN_PoS_Quotation@giz.de no later than 5 p.m. on November 26, 2023 (Hanoi time), with email subject: “Tender 83452104-AgriCRF-Eligibility dossier”.

GIZ is obliged to ensure the confidentiality of all submitted bidding documents.

3. Eligibility dossier must be sent to VN_PoS_Quotation@giz.de before 5 p.m. on November 26, 2023 (Hanoi time). Sending documents to the wrong email address will lead to disqualification of the bidder.

4. Only selected bidders will be invited to present technical and financial offers.
