It was at around 7am that Phạm Xuân Thủy was riding a bicycle around Khương Mai ward in Hà Nội’s Thanh Xuân District. The 64-year-old man was not on a bike tour but on duty to protect social order and security in the area.

Drug ring death penalty upheld
