HÀ NỘI — The Secretariat of the Party Central Committee’s Inspection Commission, during its meeting on Sunday, decided to take disciplinary action against some officials for violating Party and State regulations.
According to the Secretariat, former secretary of the northern Vĩnh Phúc Province’s Party Committee during the 2010-15 tenure, Phạm Văn Vọng, who doubled as chairman of the provincial People’s Council during the 2011-16 tenure, was accused of entrusting the provincial Party committee’s standing board to consider and handle some socio-economic issues, which are beyond his authority.
He was found to make arbitrary appointments to some provincial government positions and lack adequate supervision and inspection that led to a redundant amount of divisions and officials in the provincial departments.
Vọng was also accused of violating regulations on land use, land management and on construction investment management of some key projects, causing serious consequences and a loss to the State budget. The Secretariat said the violations and shortcomings of the Vĩnh Phúc Party committee’s standing board during the 2010-15 tenure and Vọng were serious, undermining the prestige of the municipal Party Committee, administration and individuals.
The Secretariat decided to issue a warning against the Vĩnh Phúc Party committee’s standing board and to dismiss Vọng as Secretary of the provincial Party Committee during the 2010-15 tenure.
During the meeting, the Secretariat also decided to take disciplinary action against Ngô Văn Tuấn, vice chairman of the central Thanh Hóa Province’s People’s Committee, former secretary of the provincial Party Committee and former director of the provincial Department of Construction.
According to the Secretariat, Tuấn violated Party and State regulations on personnel appointments during the period from October 2010 to November 2015 when he acted as the provincial Party Committee secretary and director of the provincial Department of Construction.
For example, Tuấn decided to nominate Trần Vũ Quỳnh Anh, a contracted worker at the department, as deputy head, and later, as head of a division under the department within a short period.
He was accused of making unauthorised decisions on establishing a number of subordinate units, violating Party and State regulations on administrative reform and of downsizing staff.
The Secretariat said Tuấn’s violations were serious and led to many other Party members also committing violations. The Secretariat decided to dismiss Tuấn’s all positions in the Party. — VNS
