HCM City to deliver nearly 95,000 social housing units over five years

HCM CITY — To meet the target of building 100,000 social housing units as assigned by the Prime Minister, HCM City will need to complete 94,381 units between 2026 and 2030.

The HCM City People's Committee has submitted a report to the Ministry of Construction outlining its social housing development targets through 2030. 

According to the report, the city aims to complete more than 94,000 social housing units from now until 2030 to fulfill the goal of 100,000 units set by the Prime Minister.

Clear milestones set

According to the Department of Construction, from the beginning of the 2021–25 term until May 2025, HCM City has completed 2,745 social housing units. 

An additional 2,874 units are expected to be completed in 2025. 

This means that from 2026 to 2030, the city must complete 94,381 units to reach the national target.

In recent years, the city government and relevant departments have made significant efforts to resolve legal and procedural bottlenecks to enable timely project implementation.

The HCM City People’s Committee is currently drafting a revised Housing Development Programme for 2021–30 and a new Housing Development Plan for 2026–30. 

These plans will increase annual social housing targets to align with the practical pace of project approval and construction.

Specifically, the city aims to build 9,438 units in 2026; 14,157 units in 2027; 18,876 units in 2028; 23,595 units in 2029 and 28,315 units in 2030.

Large-scale projects

To accelerate social housing development and meet the 2030 target, the Department of Construction will advise the city to implement a range of strategic solutions.

These include completing policy frameworks and development plans for specific beneficiary groups, and mobilising resources across sectors.

Additionally, the city will establish a Steering Committee on Social Housing Development to address obstacles and expedite the rollout of new projects.

In 2025, HCM City will prioritise resolving legal issues and speeding up procedures for ongoing projects to meet both national and local targets. 

Priority will be given to large-scale projects with over 1,000 units, allowing for integrated infrastructure development.

Also in 2025, the city plans to initiate investor selection for eight state-managed land plots, which are expected to provide around 10,000 housing units.
