Fifteen new substances added to the banned list of narcotics and precursors

HÀ NỘI — The Government has issued a decree amending and supplementing the list of narcotics, adding 15 new substances which are banned.

Under Decree 90/2024/NĐ-CP, 14 narcotic substances have been added to List II. These substances can only be used under strict regulations for analysis, testing, scientific research, criminal investigation or in medical fields as authorised by competent agencies.

The substances and their possible salts include 3-Chloromethcathinone (3-CMC); 2-Methyl-AP-237; 3-Methylmethcathinone (3-MMC); ADB-4en-PINACA; ADB-FUBIATA; ADB-INACA; Alpha-PiHP; Butonitazene; Etazene; Etonitazepyne; MDMB-BUTINACA; MDMB-INACA; N,N-Dimethylpentylone; Protonitazene.

The decree also adds Bromazolam to List III, which includes narcotic substances to be used for analysis, testing, scientific research, criminal investigation or in the fields of medicine and veterinary medicine as authorised by competent agencies.
