50 per cent reduction in permenant address registration to come into effect

HÀ NỘI — Starting February 5, citizens in Việt Nam will be able to take advantage of a 50 per cent fee reduction when registering for permanent residence through the online public service portal, under just one of many new policies coming into effect next month. 

Circular 75/2022/TT-BTC, issued by the Ministry of Finance, is among several policies being put into effect next month.

Another policy, Decree 111/2022/NĐ-CP, goes into effect from February 22 and regulates work contracts in public organisations.

Under the decree, work contracts will be signed for support and service jobs in administrative and public units, such as drivers, security guards, protocol, equipment and infrastructure maintenance forces.

The Ministry of Finance’s Circular 02/2023/TT-BTC regulates the management and use of rice planting land.

It will be effective on February 20.

In the circular, depending on specific conditions, provinces and cities will decide the support level for rice growers.

At least 50 per cent of the support fund will be used for rice growers to apply new and progressive varieties, new techniques and technologies in rice production, and support linkage in production and consumption.

The remaining fund will be used to perform different tasks, including quality analysis of the areas specialising in rice cultivation with high yield for effective use and suitable improvement measures.

Plans for cost estimates must be submitted to competent authorities for approval.

The Circular also regulates that based on local schemes on land use for rice cultivation in each period, based on actual conditions, district people’s committees will make plans to improve rice-growing land quality and send it to the provincial and municipal people’s committees for approval.

The Circular defines investment for agricultural and rural infrastructure works construction and maintenance in communes, with priority given to irrigation systems for rice-growing land.

One another policy being effective next month is Decree 103/2022/NĐ-CP of the Government.

It will be effective right at the beginning of next month and regulates the legal positions, duties and powers of training schools managed by state agencies, political organisations and people's armed forces.

The decree defines in detailed organisation system for the training schools, including school managing boards, scientific and training councils, faculties and other services units if necessary. — VNS
