Human development important to 13 localities: PM Phúc

HÀ NỘI — Prime Minister Nguyễn Xuân Phúc has stressed the importance of human development, followed by three pillars of economy, society and environment, as measures for localities to develop.

Chairing a working session of the 13th National Party Congress’s sub-committee on socio-economic affairs with the participation of leaders of Hà Nội and 12 other localities in Hà Nội on Tuesday, Phúc said that the people should be the centre of all development strategies.

To do so, he urged localities to boost administrative reform, innovate working styles and take local development to contribute to the development of the country.

He lauded efforts made by the localities in implementing the socio-economic strategy, saying they have paid attention to social welfare, educational, cultural and sport development, and environmental protection during economic development. 

Their development policies have been better aligned with the market economy, he said, highlighting changes in rural, mountainous and urban areas as compared with ten years ago, along with maintaining national defence and security in the localities. 

He, however, pointed out bottlenecks in these localities regarding law enforcement, cumbersome apparatus, and problems in policies, reform and decentralisation. 

The PM required the localities to report on the application of new production models with high efficiency, along with bottlenecks and outstanding problems in development.

He urged participants to make recommendations on adjusting mechanisms that can facilitate higher growth.

Prime Minister Phúc said outcomes of the working session would serve as a foundation for the sub-committee to complete the draft socio-economic development strategy for 2021-30 and the 2021-25 socio-economic development plan, to be submitted to the Party Central Committee for consideration. 

The 13th National Party Congress is scheduled for January 2021, the year marking the 35th anniversary of đổi mới (renewal) and the 10-year implementation of the 2011-20 socio-economic development strategy. — VNS
