HÀ NỘI — The Ministry of Information and Communications (MIC) is proposing to build a decree on data connection and sharing with an aim to create a legal framework and accelerate the Government’s administrative reforms.
The ministry said as the Party, National Assembly and Government have targeted to promote administrative reforms as well as the application of information and technology in streamlining administrative procedures, as well as developing online public services, the promulgation of a decree for data connection and sharing is necessary to enhance information exchange among State agencies, organisations and individuals. This could also help the effective implementation of e-Government.
The MIC said the decree would provide guidelines for State agencies to be ready in sharing and exploiting data to serve their operation. Organisations and individuals could also exploit the data following laws and regulations.
Accordingly, the decree requires agencies with databases to issue regulations on exploitation and sharing; stipulates that data sharing must be through data delivery services; specifies the form of data sharing – connection, package sharing or online download; names constraints to these forms; prioritises connections among information systems; and provides the form and contents of data connection registration.
In addition, it also stipulates data connection refusals to the information system; cases of disconnection and suspension such as upgrades, expansions and violations of regulations. This would be the basis for solving problems and bottlenecks in the use of data, ensuring legal elements under the e-transaction law; the provision of a connection model, direct or indirect, and binding requirements where applicable.
