14th National Party Congress issues communiqué following first working day

HÀ NỘI — The 14th National Congress of the Communist Party of Việt Nam officially convened on January 21 at the National Convention Centre in Hà Nội, according to a press release issued following the first working day on Tuesday.

The Congress brings together 1,586 delegates, representing more than 5.6 million Party members nationwide. Of these, 1,285 delegates are men (81.02 per cent) and 301 are women (18.98 per cent). A total of 167 delegates are from ethnic minority groups, accounting for 10.53 per cent.

The delegation also includes individuals honoured with State titles: one Hero of the People’s Armed Forces (0.06 per cent); 10 Distinguished Teachers (0.63 per cent); 10 People’s Doctors and Distinguished Doctors (0.63 per cent); and three People’s Artists and Distinguished Artists (0.19 per cent).

The Congress welcomes 205 domestic guests, including 128 former leaders of the Party, the State, the Việt Nam Fatherland Front, and former members of the Party Central Committee from the 4th to the 8th tenures.

Also attending are 16 current members of the Central Inspection Commission who are not members of the 13th Party Central Committee.

In addition, 41 guests are former deputy heads of central Party commissions or former provincial leaders who retired in 2025 due to administrative mergers or age limits.

The guest list also features 20 Heroic Vietnamese Mothers, alongside eminent intellectuals, public figures, artists, religious dignitaries and outstanding youth representatives.

A total of 111 ambassadors, chargés d’affaires and heads of diplomatic missions and international organisations in Việt Nam were also present.

During the opening session, Politburo member and Prime Minister Phạm Minh Chính, on behalf of the Presidium, presided over proceedings. Politburo member and State President Lương Cường delivered the opening address.

Party General Secretary Tô Lâm of the 13th Party Central Committee presented the Committee’s report on the documents submitted to the 14th Congress.

Bùi Thị Quỳnh Vân, member of the Party Central Committee and Deputy Chairwoman of its Organisation Commission, announced congratulatory letters and messages sent to the Congress. As of January 19, a total of 559 messages had been received, including greetings from 109 political parties, six international and regional organisations, 16 individuals, 122 foreign mass organisations, and 306 overseas Vietnamese associations.

On behalf of the Presidium and the entire Congress, Prime Minister Chính expressed deep appreciation for the friendship, cooperation and support extended by political parties, international organisations and friends around the world. He reaffirmed that the Communist Party of Việt Nam will continue to uphold its consistent foreign policy, strengthening relations and cooperation to contribute to global peace, independence, democracy and social progress.
