HÀ NỘI — Prime Minister Phạm Minh Chính has requested the organisation of a national event on June 30 to officially announce the implementation of a new two-tier local administration model, which will begin full operations across the country on the next day.
PM Chính made the request while chairing a conference on June 20 to disseminate instructions from the Politburo, the Party Central Committee’s Secretariat, and Party General Secretary Tô Lâm regarding key tasks for implementing the model.
At the conference, participants reported that the Government had so far issued 28 decrees on the delegation of responsibilities and powers between the central Government and two-tier local administrations. Several localities had already piloted the new governance model.
The Government also held nationwide training sessions and introduced various mechanisms and platforms to address issues raised by grassroots authorities and citizens. Hotlines had been established by ministries and sectors to handle public inquiries on administrative services. Artificial intelligence and virtual assistants had been deployed to provide information and facilitate access to 1,800 public services, helping to promptly resolve issues at the grassroots level.
However, delegates acknowledged that several ministries and ministerial-level agencies had yet to issue guiding circulars. Some localities had not completed the necessary arrangements for office space, working conditions, or staffing. There had also been occasional failures in the IT infrastructure and software supporting online public services.
Recognising both the achievements and existing challenges, PM Chính called for the urgent issuance of relevant legal documents to clearly define the decentralisation of power, thereby ensuring the smooth operations of the two-tier model without overlaps or legal gaps.
He requested all ministries and sectors to immediately set up permanent task forces to receive, respond to, and resolve issues arising during the implementation. Additionally, a meeting with all 63 centrally-run cities and provinces must be held to review matters related to office arrangements, working conditions, personnel allocations, and budget disbursement for those leaving their posts.
The PM stressed that by June 30, 100 per cent of administrative procedures under the jurisdiction of ministries, sectors, and local authorities must be fully synchronised and unified across national- and provincial-level administrative procedure resolution systems. Furthermore, all localities must complete integration with the national public service portal, while all relevant agencies and all localities must upgrade and configure their IT systems to meet the requirements of administrative unit reorganisation and the operation of the two-tier administration model.
In addition, it was important to ensure full provision of 25 end-to-end online public services, already integrated into the national public service portal, to better serve both citizens and businesses, the government leader noted. — VNS
PM orders swift implementation of two-tier local administration model Prime Minister Phạm Minh Chính has just signed an official dispatch, directing ministries, sectors and localities to focus on key tasks for the deployment of a new two-tier local administration model, which is set to take effect from July 1, 2025. Under the official dispatch signed on June 20, ministers, heads of ministerial-level agencies, and chairpersons of provincial and municipal People’s Committees are requested to concentrate efforts on implementing core measures to ensure the smooth operations of the new administrative framework. Guidance on administrative procedures Ministries and localities must monitor the rollout of decentralisation policies under Official Dispatch 87/CĐ-TTg and promptly resolve issues to maintain smooth operations. They are also required to update and publish administrative procedures on the national database, as outlined in Official Dispatch 90/CĐ-TTg, with clear guidance for citizens, organisations and businesses. Localities must closely oversee the formation of specialised provincial agencies, ensuring they align with central guidelines and meet all required criteria. Redundancy-related entitlements payment no later than June 30 The PM also urges a thorough review and streamlining of procedures to ensure prompt payment of entitlements for public employees and civil servants made redundant due to the restructuring. Those who have already received redundancy decisions must be paid no later than June 30, 2025. Ministries and sectors must maintain active task forces and hotlines to receive and handle queries and recommendations from local authorities and agencies. Exemplary units and individuals will be commended, while underperformers will face criticism or disciplinary action. Instruction manual for commune-level People's Committees Ministries must urgently issue circulars on decentralisation by June 25, 2025 and update or repeal outdated regulations to align with the new legal framework. The Ministry of Home Affairs is tasked with advising on the approval of leaders in 23 new provinces and centrally-run cities and completing a handbook for commune-level People’s Committees by June 30. Pilot operations of two-tier administration model The Ministry of Justice, the Government Inspectorate, and local authorities must complete the reorganisation of inspection and civil judgment enforcement agencies, as directed by the Politburo and the Party Central Committee’s Secretariat. Localities will begin piloting the two-tier local administration model by convening official meetings, operating management systems, and launching public service centres to handle administrative procedures and inter-agency coordination. |
