Hà Nội authorities are planning drastic measures to ensure the enforcement of a regulation prohibiting dog owners to take their pets for a walk without muzzling them in public places.

The streets around Hoàn Kiếm (Returned Sword) Lake, which have recently been closed to traffic on weekends, have become gathering place for many families, tourists and young people. But residents complain of encountering all kinds of dogs, some aggressive, walking unmuzzled with their owners and are demanding the pets be muzzled to ensure everyone’s safety, especially of the elderly and of small children.
