Due to the impact of the COVID-19 epidemic, the number of tourists and Quảng Ninh tourism revenue in 2020 was only about 63 per cent compared to 2019; the same figure for 2021 was only 31 per cent of the same time before the outbreak in 2019.

The total number of tourists in 2021 is estimated at 4.38 million, equal to 97 per cent of the planned target; total tourism revenue is estimated at 7,745 billion VND, reaching 85 per cent of the planned target.

Cửa Lục Bridge 1 will be put into operation in early 2022, creating a driving force for tourism development.

Despite facing difficulties in 2021, Quảng Ninh tourism still had positive changes. The tourism space of Quảng Ninh was expanded; in addition to the four key tourist centers of the province, Hạ Long City - Uông Bí, Đông Triều, Quảng Yên - Vân Đồn, and Cô Tô - Móng Cái, new tourist spaces are forming in Hải Hà, Tiên Yên, Bình Liêu and Ba Chẽ. The new Hạ Long area (old Hoanh Bồ) is also in the process of investment and development.

Key projects are focused on implementation such as: Triều bridge, Minh Khai intersection, Cửa Lục 1 bridge, Hạ Long – Cẩm Phả sea border and the Vân Đồn - Móng Cái highway.

Many tourism businesses including Legacy Yên Tử, Vinpearl Hạ Long, Tuần Châu International Tourist Area, FLC, Sun World Halong Complex, Premier Village Halong Bay Resort, and Yoko Onsen Quang Hanh have actively prepared to welcome tourists.

In 2022, it is forecast that the impact of the pandemic may be prolonged, directly affecting tourism. The province's tourism industry strives for the total number of tourists to reach 9,530,000 visitors; in which international visitors will reach 1,430,000 visitors; total revenue from tourism activities will reach 19,000 billion; the average expenditure of a tourist will hit VNĐ2 million; and budget revenue from tourism will reach over VNĐ1,700 billion.
