BẮC GIANG — The northern province of Bắc Giang is actively promoting non-cash payments, vigorously advancing digital transformation initiatives at the local level.
In line with this, the Bắc Giang Provincial Youth Union continues to effectively implement the Project to Enhance Digital Competence for Youth. They organise activities supporting the consumption of agricultural products through electronic commerce platforms and intensify communication efforts for non-cash payments among union members, youth, and the general public.

The Department of Labour, Invalids, and Social Affairs collaborates with district-level people's committees to organise services for non-cash social security payment schemes. This initiative aligns with the provincial plan for non-cash payment of social security policies.
Trần Minh Chiêu, director of the provincial Department of Information and Communications, said that the department is focusing on creating favourable conditions for and supporting businesses in the province to implement solutions for connecting with telecommunications enterprises. This is aimed at executing and promoting payments for small transactions through mobile accounts (Mobile Money).
Furthermore, the provincial Department of Industry and Trade is interested in facilitating businesses to develop infrastructure and electronic payment solutions in trade and public services. The emphasis is on developing payment conveniences on mobile platforms, e-wallets, QR codes, NFC, POS, ensuring payment security, and contributing to the promotion of electronic payments in e-commerce transactions.
Relevant agencies and businesses are urged to accelerate electronic payments, creating favourable conditions for residents and businesses in cashless payments throughout the province.
With the advancement of science and technology, non-cash payments are becoming increasingly popular in modern life, offering numerous benefits for the State and all involved parties.
The city of Bắc Giang is the first pilot unit in the province to implement the VBDlis land management system software (interconnected between the City Land Registration Office and the Tax Office in the Bắc Giang - Yên Dũng region). This system facilitates electronic information circulation for cadastral purposes to determine financial obligations (personal income tax and property transfer tax) for the Tax Department to issue financial obligation notifications linked to the National Public Service Portal.
Citizens can look up and pay taxes electronically through the National Public Service Portal. In the first nine months of 2023, the city has collected nearly VNĐ25 billion in land-use fees using this payment method.
In addition to promoting cashless payments at all levels of the One-Stop division, Bắc Giang City has directed the Bắc Giang Youth Union to ensure that 100 per cent of young people open electronic payment accounts. They have also assisted over 15,000 citizens in registering for electronic payment accounts.
To date, Bắc Giang City has implemented the construction of nine cashless civil markets and 11 civilised streets that do not use cash. They are also actively promoting cashless payments for electricity, water bills, and various fees in the fields of education and healthcare. — VNS
