National Assembly's 7th session preparations underway

HÀ NỘI — During the 33rd working session in Hà Nội yesterday, the National Assembly Standing Committee focused on preparations for the upcoming 7th session of the 15th National Assembly.

Bùi Văn Cường, Secretary-General of the National Assembly and Chairman of the National Assembly Office announced the agenda for the 7th session, which will cover 39 topics, including 24 legislative matters and 15 socio-economic issues, the state budget, oversight and other significant topics.

It is expected that the total working time of the legislature will be 26 days, opening on May 20 and closing on June 27.

On specific issues, Cường highlighted proposals to consider the timing of passing the amended Law on Social Insurance due to its relation to salary reforms starting from July 1, 2024. Suggestions included either passing the law during the 7th session or postponing it to the next.

He stressed the need for careful coordination among relevant agencies to ensure completion and majority consensus on the draft Law on Social Insurance before submission to the National Assembly. The impact of salary policy reforms on pensions for retirees, especially those with low pensions or those who retired before 1995, must be thoroughly assessed.

Efforts to finalise agenda items and related documents for the session are ongoing, with a call for expedited preparations to ensure timely submission to National Assembly deputies.

Members of the National Assembly Standing Committee commended the proactive efforts of relevant agencies, urging continued diligence in finalising the draft Law on Social Insurance to ensure its resolute passage.

Permanent Deputy Chairman of the National Assembly Trần Thanh Mẫn proposed continued efforts to complete crucial legislation, while also suggesting seeking opinions from competent authorities on various important issues, including cultural development programmes, amendments to the capital city law and revisions to the court organisation law. 

He recommended supplements to various documents, underscoring the need for thoroughness, such as resolutions on urban administration models, policies for Đà Nẵng City's development and budgetary settlements for 2022.  

The Secretary-General of the National Assembly will work closely with relevant committees to ensure the quality of draft laws and resolutions before submission for voting in order to foster high consensus among members. — VNS
