BẮC NINH — The northern province of Bắc Ninh must make determined and concerted efforts to remove bottlenecks in mechanisms, data, infrastructure, human resources and implementation of Resolution 57, creating tangible changes in the time ahead.
Secretary of the provincial Party Committee Nguyễn Hồng Thái has made the remarks during a working session with the provincial Department of Science and Technology to review the implementation of the resolution after more than a year and discuss key tasks for the coming period.
He stressed that Resolution 57 identifies science and technology, innovation and digital transformation as new drivers of economic growth. Therefore, the department, as the standing agency, to work with relevant departments, sectors and localities to comprehensively review assigned tasks and identify those that are behind schedule or facing obstacles, and advise on solutions based on the principle of “clear responsibilities, clear tasks, clear timelines, and clear results”.

The province will prioritise completing digital infrastructure and shared data systems based on the principles of data being “accurate, complete, clean, and live”, while accelerating the digitisation of records and the connection and interoperability of databases.
It will also focus on implementing three major problem-solving initiatives and two strategic technology products.
Bắc Ninh will strengthen links between scientific research and businesses’ needs, particularly those of foreign-invested enterprises; promote the commercialisation of research results; expand the use of artificial intelligence (AI) in governance, administration and socio-economic development; and speed up disbursement for science and technology programmes.

The province also plans to continue scaling up proven models and effective solutions, strengthen coordination with central ministries and agencies to address institutional and technical difficulties, standardise internal procedures, and accelerate the shift from paper-based processing to electronic platforms.
Data from the provincial sci-tech department showed that the province has made significant progress after more than a year of implementing the resolution.
In 2025, Bắc Ninh ranked second nationwide in the rate of centrally assigned tasks completed on schedule.
It has completed 169 of 275 time-bound tasks and earmarked nearly VNĐ900 billion (US$34.4 million) for science and technology, innovation and digital transformation in 2026.
Scientific research has increasingly been aligned with practical needs, focusing on the province’s key products.
AI, the Internet of Things (IoT), unmanned aerial vehicles and robots have gradually been applied in agricultural production, firefighting, and search and rescue operations.
The province has launched 52 new science and technology projects, equivalent to 208 per cent of the annual target, while nearly 74 per cent of research results have been put into practical use after acceptance.
In innovation and digital transformation, Bắc Ninh’s Provincial Innovation Index (PII) rose five places to rank sixth among 34 provinces and centrally run cities.
The digital economy accounted for 46.3 per cent of GRDP, the highest proportion in the country.
The province is also among the national leaders in 5G coverage.
Electronic medical records have been completed at all public hospitals, while digital school records have been introduced across all educational institutions.
Bắc Ninh Province is also among the leading localities nationwide in connecting population and land databases and providing public services through digital platforms. — VNS
