HCM CITY — HCM City has set up 24/7 hotlines for provincial and commune-level one-stop units to ensure smooth operation of administrative procedures during the restructuring process, with a focus on avoiding disruptions for residents and businesses.
The municipal People’s Committee has issued a directive to ensure uninterrupted and efficient delivery of public administrative services during the implementation of the two-tier local government model and the restructuring of administrative units.
In a recent document, the city called on departments, agencies, district- and commune-level people’s committees, and the city’ Digital Transformation Centre to strictly comply with relevant government instructions, including Resolution No. 66/2025, Telegrams No. 56/2025 and 69/2025, and Document No. 219/2025 issued by the Prime Minister.
Authorities at all levels are required to continue receiving and resolving administrative procedures in line with Resolution No. 190/2025 passed by the National Assembly and directives from the Prime Minister.
Relevant units must also review and reinforce the one-stop-shop administrative units at city departments, provincial-level public administrative service centres in Bình Dương and Bà Rịa-Vũng Tàu provinces before the merger, and commune-level service centres.
Improvements should include staffing, infrastructure, equipment, and internal procedures to ensure continuity and convenience in service delivery.
All addresses and lists of administrative procedures provided at the provincial and commune one-stop units must be publicised by June 25, allowing individuals and organisations easier access to these services.
In addition, the hotlines must be established and made publicly available by June 25, and remain operational 24/7 to support public inquiries and service access.
The city’s Department of Science and Technology, in coordination with the Digital Transformation Centre, has been tasked with completing the integration of all online public services on the National Public Service Portal.
They must resolve technical issues and service quality concerns to ensure smooth operations, with a completion deadline set for June 25.
By the end of 2025, 100 per cent of administrative procedures related to businesses must be available online, with a streamlined, paperless, and fully digital process.
Meanwhile, the city is working to upgrade its administrative procedures information system to ensure data continuity, safety, and security.
The upgraded system is expected to go live by July 1, providing uninterrupted and effective public services.
The city will also coordinate with Bình Dương and Bà Rịa-Vũng Tàu provinces to evaluate and unify the use of a single provincial-level administrative procedure system.
This will support borderless administrative service delivery across the city and ensure integration and synchronisation with the National Public Service Portal.
The HCM City People’s Committee Office has been assigned to compile and publicly announce the addresses and hotline numbers of the one-stop units to facilitate public and business access to administrative services following the restructuring process. — VNS
