LONG AN — Prime Minister Phạm Minh Chính on Tuesday requested Long An Province to prioritise all available resources to implement a synchronised and efficient development plan for the province.
The plan should follow the model ‘One centre; Two corridors; Three economic and social zones; and Six dynamic axes’.
The ‘One centre’ referred to Tân An City while the ‘Two corridors’ included the Belt Road 3 and 4 corridor and the southern development corridor. The ‘Three economic and social zones’ consisted of the urban and industrial zone, the zone of high-tech agriculture, tourism and border economy, and the ecological buffer zone.
Additionally, the ‘Six dynamic axes’ included the Belt Road 3 and 4, the National Highway 50B, the parallel National Highway 61B, the Mỹ Quý Tây - Lương Hoà - Bình Chánh, the National Highway N1, and the Đức Hoà dynamic axis.
Completing these goals would enable the province to become a dynamic economic centre in the southern region by 2030 and eventually lead as a prominent industrial province in the country by 2050.
PM Chính was speaking while attending the conference on the master plan announcement and investment promotion of Long An Province on Tuesday.
According to the approved Long An Province’s development master plan, the province aims to become a dynamic, efficient, and sustainable economic centre in the southern region by 2030. It would serve as a gateway on the urban-industrial economic corridor of the Mekong Delta, closely connecting with HCM City and the southeast region, and becoming an important cooperation and trading hub with Cambodia.
By 2050, Long An envisioned itself as the leading industrial province in Việt Nam and one of the important economic growth poles in the Mekong Delta.
During the conference, delegates and investors shared their experiences and proposed recommendations to further attract investment into the province.
Long An Province committed to provide domestic and foreign investors with the most favourable conditions to successfully implement projects and ensure sustainable development in the future.
The province granted more than 23 investment approval decisions, investment certificates, and memorandums of understanding (MOUs) to domestic and foreign investors in various fields.
At the conference, PM Chính stated that Long An possessed diverse and distinct potentials and competitive advantages for rapid and sustainable socio-economic development. This would be an attractive destination for both domestic and international investors.
"Long An must transform its potential into resources, address existing challenges, and leverage the province's strengths. It should strive for self-reliance and self-improvement, enhancing the investment and business environment, as well as building a clean and strong political system," he said.
PM Chính stressed that the conference on the announcement of the provincial master plan was a specific step to implement the resolutions of the 13th Party Congress, the resolutions of the Politburo and the National Assembly, and the action programmes of the Government for the development of the Mekong Delta region.
The Government leader urged the province to strive to fully utilise its potential and advantages, and create momentum for socio-economic development. This included promoting economic restructuring in line with innovative growth models, enhancing productivity and competitiveness based on the foundation of digital transformation, scientific and technological advancements, and climate change response.
Long An should strengthen public-private partnerships, concentrating on investing in socio-economic infrastructure, especially transportation infrastructure, urban systems, industrial zones, and clusters. It should prioritise the development of social housing and housing for workers, facilitating land and administrative procedures, and focusing on logistics development to play a central role in the Mekong Delta region's transit.
It should also foster dialogue and promptly resolve difficulties to create favourable conditions for investors, while enhancing efficiency of public services.
PM Chính noted that Long An needed to focus on improving the quality of human resources. It should invest further in education and training, particularly vocational training, to serve the province's key industries and sectors.
Additionally, the province should enhance its foreign affairs work, international integration, and focus on strengthening friendly relations and cooperation between Việt Nam and Cambodia, effectively leveraging its role as a trade and cooperation hub with Cambodian localities.
The leader also urged the business community and investors to adopt long-term and sustainable business strategies, fulfil their investment commitments, and adhere to cooperation agreements.
He emphasised that businesses receiving investment registration certificates and investment approval should promptly complete procedures and accelerate project progress.

On the same day, PM Chính conducted an on-site survey of the Belt Road 3 project in HCM City passing through Long An Province.
The road has a length of over 6.8km and was located in Bến Lức District, with a total investment of more than VNĐ4.2 trillion.
During the visit, Chính emphasised the road's significant role in connecting provinces and key economic areas in the southern region. He directed Long An Province to focus on land clearance and address any obstacles and strictly follow the Government's instructions, ensuring sufficient materials for the project.
He requested contractors to fulfil their promises and commitments to adhere to the project's schedule while ensuring technical standards, labour safety, and environmental protection.
On the occasion of the 76th anniversary of the War Invalids and Martyrs Day (July 27, 1947 – July 27, 2023), PM Chính paid tribute to the fallen heroes at the Martyrs Cemetery in Long An Province and presented gifts to the war invalid Phạm Thị Xinh, residing in Bến Lức Town, Bến Lức District, Long An Province. — VNS
