The Party Central Committee’s Inspection Commission on Friday announced the outcomes of its two-day 34th session with conclusions on wrongdoings at local Party organisations and decisions on disciplinary measures against a number of Party members, including top military officials.

HÀ NỘI — The Party Central Committee’s Inspection Commission on Friday announced the outcomes of its two-day 34th session with conclusions on wrongdoings at local Party organisations and decisions on disciplinary measures against a number of Party members, including top military officials.

After the session, which was held in Hà Nội on Wednesday and Thursday, the commission decided to impose the punitive measure of expulsion from the Party against Colonel Nguyễn Ngọc Thư and Colonel Đào Ngọc Tuấn, for their legal violations at Thái Sơn Corporation under the Ministry of National Defence.

According to the commission, the two colonels, who were the corporation’s former Party committee secretaries and former deputy general directors, violated the principle of democratic centralism and working regulations, were irresponsible and lax in leadership, direction, lack of inspection and supervision that led to many violations and shortcomings in the employment of Đinh Ngọc Hệ, alias “Út Trọc”, so that Hệ could take advantage through criminal acts for a long time.

Thư and Tuấn were also found responsible in the establishment, management, inspection and supervision of activities of Thái Sơn Development and Investment Joint Stock Company, led by Hệ as Chairman of the Board of Directors, General Director, that led to many serious violations of law, for which many officials and Party members had been disciplined and charged.

Violations of Thư and Tuấn were very serious, adversely affecting the prestige of the Party and the army, the commission announced.

The commission also considered and enforced discipline on Colonel Nguyễn Hải Châu, former Secretary of Party Committee, Political Commissar and Colonel Phạm Ngọc Dũng, former Deputy Secretary of Party Committee, Chief Division of Division 375, Air Defence-Air Force for their violations and shortcomings in the management and use of defence land.

Based on the Party’s regulations on disciplinary punishment for violating Party members, the commission decided to enforce discipline by warning against Châu and Dũng.

The commission also announced the violations and shortcomings of Hà Nội’s Ba Vì District Party Standing Committee in personnel work, management, land use, construction order management, implementing projects and works in the district. The committee was also found to not strictly follow the inspection and direction of the Hà Nội Party Standing Committee.

Top officials of the district Party Standing Committee and People’s Committee will take personal responsibility for such violations and wrongdoings.

Regarding the inspection of the restructuring and equitisation at Việt Nam National Textile and Garment Group, the Inspection Commission pointed out the advantages, limitations and shortcomings and asked the Party Committee Standing Committee to draw experience, take measures to overcome and fix the problems in the future.

At this session, the commission also considered and handled complaints regarding Party disciplinary measures in three cases, gave comments on the draft regulation directing the responsibility of the superior inspection commissions over the lower bodies in the supervision and party discipline to submit to the Secretariat for consideration and decision. — VNS
