HÀ NỘI – The National Assembly (NA) plans to approve 19 laws, debate another 16 draft laws, three resolutions and conduct supervisory acts on two special subjects and consider and make decisions on various significant policies in 2017, reports to the ongoing session of the 14th NA on Tuesday morning say.
In a report to the third sitting of the 14th NA this morning, General Secretary and Chairman of NA Office Nguyễn Hạnh Phúc, said the supervisory content set for the year was essentially appropriate, practical and highly concurred with by NA deputies.
“Regarding the two specific subjects to be overseen, content reflect pressing issues arising from the social life and practical to the country’s socio-economic development,” he added.
“The supervision of standardising legal documents and of the dealing with people’s reports, petitions and complaints is still being carried out as scheduled.”
Phúc noted that in March, the NA’s Standing Committee issued organisation regulations focusing on the supervision work of the NA, NA’s Standing Committee, Ethnic Council, NA’s committees and commissions, NA deputies and groups of NA deputies.
According to the report, during the fifth session next year, the 14th NA will examine and discuss the Government’s additional report on the results of the implementation of the 2017 socio-economic development plan and State budget; projected implementation of the socio-economic development plan and State budget in the first months of 2018; and examine the dealing with voters’ petitions forwarded to the fourth session taking place later this year.
With regard to contents of specific projects for supervision in 2018, the NA’s Standing Committee proposed the NA consider and choose two of the following contents: the implementation of policies and laws on restructuring and equitisation of State-own enterprises; the management and use of the capital resource from the Government bonds and the use of foreign loans to build infrastructure for socio-economic development; on traffic order and security; and supporting the development of ethnic minority and mountainous areas.
Today, deputies heard and discussed in groups proposals on NA’s supervision work and the building of law and ordinance in 2018. In the afternoon, following a report on amending the draft Law on Supporting Small and Medium-sized Enterprises, NA deputies will give opinions on certain contents of the draft law which are still under argumentation.
In a report to the NA regarding law and ordinance building this morning, Nguyễn Khắc Định, head of the NA’s Law Commission, said the Government requested the NA soon adopt two draft laws in 2017 -- the Law on Survey and Mapping and the Law on Revising and Amending some Articles of the Law on Criminal Record.
The NA is expected to consider two draft resolutions, one on settling bad debts by credit organisations and one on adjusting the unemployment premium levels. Another four draft laws - the Law on Revising and Amending Some Articles of the Law on Credit Organisations, the Law on Revising and Amending Some Articles of the Law on Environmental Protection Tax; the amended Anti-Corruption Law, and the Law on Specific Administrative-Economic Units - will be put on the table for discussion during the third and fourth sessions. — VNS
